I was extremely excited when I heard about 'Eve Lite' where we could manage all the things that didn't require the graphics...
So my suggestion is to work on / finish that.

Try moving pvp away from stations/gates, this is making pvp boring for me personally. This consists of many things of course. For example enhance the chance of scanning down a mission runner again, it was nerfed too hard in my opinion. And make it so you can run an mwd at afterburner speed when in a complex, with the same mwd penalties. At least there is a tackling chance that way. No one likes gatecamps, not the people doing it, not the people running into one. On the other hand you have low sec mission running which is almost perfectly safe, which shouldn't be the case either.

Complete UI overhaul
- Chat windows: give players the ability to merge serveral chat windows into one with a small indication to state from which channel the tranmission is coming from, switching channel can be done by /slash command. this way, u can read and reply from/to upto 10 chat channels at the same time, if ur sanity permit. a typical response would be "/1 bleh" or "/2 meh, tell oveur to hurry up with that logoff fix already" in the stimulated chat log below ... the number represent the channel will be set by players for their own sanity.
example: [Alliance][00:00:00][Rhamnousia] > bleh [Alliance][00:00:01][Oveur] > suck it up, champ [Corporation][00:01:00][sumbody] > bah, a stabbed rax with cloak just log off on me, from UNL [Corporation][00:01:04][Rhamnouisa] > meh, tell oveur to hurry up with the logoff fix already [Alliance][00:01:20][Rhamnousia] > yo oveur when are u gonna fix that logoff issue? [Alliance][00:01:23][Oveur] > soon (tm)
- Overview: for one, seperate it from the main game, so one doesn't affect the other, create frame rate stuttering, widely mistaken for lag. also there're about 40 different bugs only the overview alone.
- Drone UI: player-suggested drone UI revamp looks sweet! it can be found here
- Ship Console: tweak this a little bit or at least give it a "new" feeling ... also add a few features to it, like more gauges and indicators (for when is warp scrambled, target painters, tracking disrupt, that sort of things)

Get rid of alts entirely, just one account per person and one character per account (I know, the work required to do so would be rather impossible).
That way everybody has to take responsibility for his actions in game and on the forums. You want to be a thief, pirate, scammer, spy ? Nothing wrong with chosing a shady profession, but you'll be known for that and only magically disapear when you quit the game.

1) Dump stack less python and use a multithreaded scripting tool instead.
2) In the Journal->Agents->Missions,Offers,Research tabs. Make selecting agents name and right clicking bring up the same options that right clicking the agents name in the people & places -Agents addressbook does.
3) No modal dialogs blocking input to the game.
4) Seperate the UI threads from network/processing threads, the UI should not freeze up from accepting commands while it is waiting on lagged network traffic. Assumes 1 dropping stackless python infavour of something multi-threaded.
5) Allow Corp Hangers to be searched like personal hangers.
6) Allow items to be moved from corporation deliveries list to a hanger constrained appropriate skills and roles.
7) Allows items to be sold from a corporate hanger remotely with funds automatically going in into corporate account constrained by appropriate skills and roles.
8) Make the context menu options in space deeper/taller in higher resolutions.
9) Loot items should have a once click shortcut to tranfer the loot to ship hold.
10) constrain invention using career skills not financial resources.

No more lag, no more unscheduled reboots, no replays of logs, only install patches which don't need patching.

If you do a mission in a gang, each gangmember should get a slight faction increase. not only the guy who accepted the mission. I think this is easy to implement and would increase the fun of doing misions together.

Remove agent quality and level and remove the propensity of everyone going to the same (high quality) agent. Have the agent rewards based around effective standings only, and the level of mission too; if effect any agent can issue any mission for their expertise (Command, Production etc). Do this and suddenly an NPC corps agents become a network that everyone can spread around.

Would be cool if CCP were to bring haulers into the combat action by allowing them to transport and offload those "Marines" during a POS seige that maybe damages armor or structure after the shields are gone.

I have long hoped to see "fleet warfare" in Eve. The release that added fleet commander, wing commander and all those things was a start. However, I was hoping for formations (you don't really control the motion of your ship that much, why not give fleet commanders and wing commanders some kind of control over that?). Plus, different formations could have different skill requirements and different bonuses. Anything to open up the combat so you don't have two balls of ships going at it. Another thing I was hoping for was something that truly forced people to form the fleets if they were going into a fight (maybe a better system for remote repping ships within a wing of ships? or the previously mentioned formation bonuses?).

Add the ability to customise drones,
I.e.: have drones as mini frigs where you can fit drone modules to them. You could choose to have heavy drones with a mwd type module to make it go faster but at a cost to its damage output.
Remove the skills for ew/repair drones (people that have already trained this get the SP added to the area I will suggest). Instead give the ability to fit the normal light/med/heavy drones with ew/repair modules that require skills just the specialist drones would have. These would add a completely new aspect to missoning drones, mining drones, and pvp. It would make things very interesting as drones would become a real consideration when doing any of these things. In pvp you could choose to have a mix between ew and repair drones, they do both things but not as well as if you had fitted drones for one specialist thing.

IE let us navigate each system using a more free form 3d system map (ala homeworld), and adjust the scanner system so it by default works with this, ad use scan probes to increase scan time/range, accuracy.
