Unless you frequently stumble upon targets with a small sig (< missile expl radius) but a really slow speed (< missile expl velocity), consider rigor = flare.

Off grid boosting had always been an issue, locals with T3 or CSs (or both) at a POS have too much of an advantage. Why should it only become a problem with nullified cloaky unscannable T3s? Because they help roamers and not locals? Getting rid ...
