Maybe just convert the existing Cosmic Anomalies for this purpose. Make them beacons though so you don't have to scan them. Could also be a testing ground for NPC AI so use of PVP fit rather than PVE fit.

My proposal. Change Cosmic Anomalies so you don't have to scan them. Make them warpable beacons and contain juicy NPCs. This will attract people to them and away from the stations and gates.
