how about this? you can go to a Concord Station, and set yoruself to a "Concord Status" where whenever there is a crime, you have an option to warp staight to there, even if you are in a different solarsystem, you just appear 10au from them and warp to the crime. If a ratio of 2:1 police people to offenders is made, then Concord ships don't even spawn, its just a bunch of player pwning some lawbreakers.
Rewards would be: fun, and 100k isk (number can be tweaked, but should be small so it isn't a major source of income)
This would be good because it would be a fun addition, and it would let groups of pirates attack highsec and instead of getting insta-pwned by Concord, they fight actual players for a bit. Because so many players are coming, the Pirates will be killed anyway, but they can take a few ships with them. -------------------------------------

the idea is good.. the execution could use some work... and the logistics might be complicated... but still sounds fun as hell.

id sign up! - PvPers always say "GB2WoW". the message is that EVE is hard, and people just need to deal with it. wasn't it funny how when nano's started making it hard for *them*, that all went out the window? |

You would have to be fast deciding due to the fact that many crimes are over in two or three minutes.
If this happened the crime rate would rise. |

actually, if the only people who turn up are players, theres a possibility for bribary. say you only lose sec rating if a player then subsequently reports the crime, having been at the crime scene. if 5 people and no concord turn up (lets say there is a 50/50 chance of concord not turning up if 4 or more players per criminal arrive at the scene within a minute), each of those police officers could name an asking price for not reporting it. the more players that he bribes and that keep their word on the bribe, the less sec he loses.
if course, the player might accept the bribe then dob you in anyway, but hey, maybe he's the chap you ganked last week? - PvPers always say "GB2WoW". the message is that EVE is hard, and people just need to deal with it. wasn't it funny how when nano's started making it hard for *them*, that all went out the window? |

the only way i can see this working is if people were notified when the law was broken in low sec and could organize as a corp to deal with it.
An npc antipirate corporation.

Some additions
Police could take on can thieves too.
Police would be only one able to cash bounties
Police would require to have 2.0 security status

So if I get enough people signed up for concord status I would be able to gank, and just sell out the players or respond with my alts so no one will ever shoot me or something?

I think this is a great idea, but NOT for high sec, too much room for bribery. How about implement this for low-sec? Currently, there is no concord response in low sec, but allow for anti-pirate corps to warp to the location of a crime, and punish the pirates. Make a reward for each incident based on a number of factors such as if the target of the crime survived, and if the criminals were killed.
Sure, the player police might be bribeable, however it would be better than what currently exists.

Edited by: Epegi Givo on 29/10/2008 23:29:45 there is no limit on the number of people that come to kill you. so 20 people can come to gank a single ibis who accidentally shot someone. and about the bribery part, you would have to bribe a LOT of people, and even if you bribe someone nothing is stopping them from shooting you anyways.
And about the lowsec thing, there should be an alert that pirates are there but you can't appear there, yous till have to travel there.
Here are a few interface/small tweaks I propose.
I think the thing should be in another window, like fleet. and whenever a crime is done it appears in that window, with a number next to it saying how many people are involved and a button saying "warp" and if you press it then you warp to the crime.
When you warp to a crime you automatically join a fleet of people going after those criminals, and when the crime is over people can either leave that fleet, or stay in it. If someone already in a fleet goes to a crime, then he exits his current fleet and joins the new one.
If there is a crime where not enough people respond then those people warp to the crime with concord help, but when CONCORD suppport arrives and then one more person comes so that there are enough people there, then CONCORD warps away.
If there are 4 people responding to a 2 person crime (ratio achieved) and a 3rd person joins the crime then 2 more people have to respond or CONCORD shows up.
Also there is no way to tell if a particular person is doing a crime, the panel tells you nothing other than how many people are there.
And when the crime is dealt with people have an option to warp back to where they came from. -------------------------------------

i guess this would work. except when a BA(bad a**) cruiser goes to take out a criminal who happens to be flying a battleship. Then the criminal wins?

Empire have concord and nothing should change, to have a "nearly saved" place for new players.
Low sec is the Place where u can add a player based police system.
Faster scanning/ reaction etc. something like this.

Subject of Player policing in low sec has been raised before. CCP basically said they would not put into the game any additional facilities for formation of such a system as players can already group up to police an area if they so wish.
Bit of a cop out if you ask me but there you go.

So far what we have is:
if you have a 2.0+ sec status then you can go to a Concord station and set yourself to "Player Police"
This opens up a new interface that is similiar to the fleet one, whenever a crime is done it appears in that window, with a number next to it saying how many people are involved (how many criminals are within 250km of eachother), a number saying how many police have already responded, and a button saying "warp" and if you press it then you warp to the crime.
When you warp to a crime you instantly appear in warp 10 AU away and warp to the middle (center-point between all the people) of the crime
If a ratio of 2 players to 1 offender is achieved then CONCORD won't even show up, it is just up to the players to kill the offender.
If the ratio isn't achieved and CONCORD shows up, then the ratio gets achieved because 1 more player police showed up then CONCORD warps away (leaving the players to clean up)
If the ratio gets achieved then another criminal joins in the crime to destabilize the ratio and no more player police show up then CONCORD will come to help.
There is no limit to how many players respond to one crime, 20 people can show up to kill 1 ibis who accidentally fired at a passing player.
If a player police suddenly goes criminal then he loses sec status equivalent to podding 3 people, and he will be considered a criminal as normal.
The person who scores a killing blow on someone gets 10k.
Just for showing up to a crime you get 100k.
You cannot warp to a crime in lowsec, but an alert appears in the CONCORD window that there is a crime in that area and how many people were involved.
They do not respond to ore thieves, that is a job for your corp.
But why not just bribe everyone? you would need a LOT of money to bribe all of the police who show up, and nothing is stopping a bribed person from killing you anyway.
a -10 sec person coming into highsec doesn't register as a crime, it isn't until he does something that might reduce his sec status that it counts as a crime .
Why this would be good:

If a group of pirates decide to attack highsec then it won't be CONCORD insta-pwning them all, it will instead be a group of players that the pirates can fight against. and even though the pirates will obviously lose (2:1 ratio of people against you is pretty much guaranteed lose) they will still have a $&^*-load of fun and maybe take a few police down with them.

Fantastic idea.
This is how it will get used (at least by me). Multiple people in gang will create a second trial account (scout). When it sees something juicy warping to to low sec gate, the scout will shoot something in local. Gang jumps through, jumps with the target and takes it out. By this time, another scout found something and we repeat the process.
The cool thing is, you get instant warp anywhere in high sec. So you can not get your hauler from one side to the other in 5 seconds. Of course, it will probably get shot down if it is carrying anything worth taking.
