"Govern" comes from the Latin word "gubernare" and/or the Greek "kubernan" which means "To control".
"ment" comes from the Greek word "mente" meaning "mind"
All told the word "Government" literally means "Mind Control".
A New World Order (Novus Ordo Mundi) refers to a plan in which a powerful and secretive group is to be conspiring to eventually rule the world via an autonomous world government, which would replace sovereign states and other checks and balances in world power struggles. In the new world order, many significant occurrences are caused by a powerful secret group. Historical and current events are seen as steps in an on-going plot to rule the world primarily through a combination of political finance, social engineering, mind control, and fear-based propaganda (Terrorism).

The google-fu is weak with this one...
For those that can't even be bothered to click a link (hint to OP, people ARE that lazy, so not bothering to linkify is a silly mistake, but in your case I don't mind) it actually came from a word meaning "to steer", and the -ment ending is just to make a noun from verb stems. -

But just to reiterate, I will admit "government" does NOT mean "mind control" in any etymological sense.
The suffix "-ment" is derived from the latin mentum, which was merely a utility suffix for making a verb into a noun.
The "ment" you see in "mental" comes from the latin mens (and Late Latin mentalis) which does in fact mean "mind" but which is never used as a suffix.
In any event as an old school Mental Alchemist; an adept of the Hermetic Science I also know that there are no such things as accidents, or coincedences in the Cosmos. The reality is that the the -ment in Government for the purpose on this planet at this time does in fact mean mind.
If you could comprehend and learn the true nature of schizophrenia as I do then you too would be able to understand that accidents and coincedences are actually directed through the Cosmic Control Center by E.C.C.O.

Can you think of a better way to get people to listen than to make it entertaining.

Let's assume for a moment that this "New World Order" thing would be indeed true. Now, would it be a BAD thing ? If I had the power to do something, I'd only HELP it come to fruition rather than stop it. People in general are pretty stupid, and they'd deserve nothing more than a bit of mind-control.

What would you pick ? And no, you can't "save everybody". Sorry.
The gentlest possible way would be some disease that causes high infertility rates for a generation, maybe two... or some "can't have more than one kid or you'll die" disease for a few generations more. ___
What's the worst it can happend anyway ? The end of human society ? End of human life ? We're heading that way anyway, might as well speed up the process if there's any chance of recovery.

That would be "extinction", not population control. Although vasectomies aren't 100% fool-proof for regular sex, so you might not see a complete extinction. And if some couple would want to get a baby, they could still do that quite easily, it's not like it's impossible to collect sperm from a vasectomised male, or that artificial fertilisation would be impossible (even with primitive tools, it would still be possible).
People by nature are both altruistic and selfish to some degree. Altruism helped us survive as a race, selfishness made our ancestors get born instead of somebody else. As time progressed and we, as a race, became more and more "dominant", the importance of the "altruist" factor diminished and the importance of the "selfish" factor grew out of proportion. More and more people (as a percentage) are increasingly selfish and self-absorbed, less and less truly "helpfull" people (as a genetic predisposition) come into being. Our own superiority is causing our own deterioration.
You have to FORCE people to do what's good for humankind, preferably without their knowledge so they can't protest or get funny ideas, even if it's bad for them.

Nope. Heck, I would LOVE a law that says you have to have a permit to have kids. Just like the Chinese did. Think it would work in the USA ? I really doubt that. What about Africa ? I doubt it even more.

Thats the worst part of all of it and the only reason E.C.C.O. bothered intervening at all.
It is in fact the other more intelligent life forms on the planet who asked E.C.C.O. to interfer in human affairs to try and prevent what is going to happen.
What happens to humans happens to all life on the planet and that will cause ripples all across the Cosmos.

It is interesting you said that. The human species has been through this phase of evolution we are at numerous times before.
Each time it has gotten to a point of intolarability for nature to put up with a new species of insect was born of the human race.
The Honey Bees were the ones that came the closest of all other sentient civilizations to avoiding the final catastrophe.

To my knowledge the human species only evolved once and did not reach some "point" of evolution only to be undone and start again.
Second we were never insects except perhaps at some amazingly distant point on the very, very early evolutionary ladder where we may have had a common ancestor (like something just past an amoeba).
Third, humans never evolved anything like bee society. At least I have never heard of humans possessing a hive mind and hive society.

Think of planet earth as a Black Board in a class room, or a laboratory if you prefer.
If the experiment fails the black board gets erased yet again and the whole process restarts with no trace of what existed before except for one more new species of insect who ends up with the seemingly eternal punishment of being stepped upon by the next group of sentients who end up becoming insects too if they fail.
The cycle will go on for eternity until the experiment succeeds in creating a sentient species to populate the stars.
That is in essence how the Cosmos grows.

The etymology is fairly irrelevant anyway. 'Govern' has its own meaning in English, and from that meaning we derive our word 'government'. For all intents and purposes, the roots of the word are not particularly important.
