Having had a chance to acquire the ship rather cheaply, I've decided to play around with it a little bit.
Just like the Cerberus and the T1 Caracal, the Navy Issue too lacks a clear role in combat.
This hopefully will help you stay a live a little longer should you decide to venture with one out:
Highs: 5x Heavy Missile Launcher II (Caldari Navy Scourge Heavies) 1x Small YF-12a Smartbomb
Meds 1x Y-T8 10mn MWD 1x Medium Capacitor Booster II (5x 200s) 1x Sensor Booster II 2x Phased Muon Sensor Disruptor I
Lows: 2x Ballistic Control System II 1x Co-Processor II 1x Overdrive Injector System II
Drones: 3x Hornet II
Rigs: Bay Loading Accelerator I Anti-Kinetic Screen Reinforcer I Anti-Thermal Screen Reinforcer I
Max DPS: 341 Max Speed: 1974 m/s (175m/s base speed = a brick propelled by fire*****er engines)
Place a large bubble, stay out at 35km.

Are you trying to tank, or nano fit, or go for dps, or...what? I'm just not following it, and the resist rigs throw it off even more.

Why don't you use a T1 Caracal for that kind of setup? You aren't exactly boosting the strengths of the Navy Issue... - I'm a nice guy!!

Sorry to ask this on this thread, but the LP store doesnt give you the run ammount on the BPCs.
Is it anywhere between 1 and 15?
Also that setup looks a tad sucky, if you want to tank it, dont fit speed mods, if you want to speed tank it, get rid of the shield rigs for polycarbons, get rid of bay loading rig and replace with max velocity rig.
Put another overdrive on there, by removing the smartbomb and co-pro.

this not as good as a vagabond, but this is actually a pretty good nano-missile PVP setup
You can remove 2 polycarbon and add shield resistance rigs for better tank and yet 2.7km/s You can also switch the 2 BCS for inertia stabs or more overdrive/nano if you prefer agility/speed than raw dps

A slightly modified setup based on the suggestions. This ship actually seems more fun than a Cerberus.
Highs: 5x Heavy Assault Missile Launcher II (Terror Rage)
Mediums: 1x 10MN MicroWarpdrive II 1x Medium Capacitor Booster II 1x Fleeting Propulsion Inhibitor I 1x Fleeting Warp Scrambler I 1x Sensor Booster II
Lows: 2x Overdrive Injector System II 2x Ballistic Control System II
Rigs: 3x Polycarbon Engine Housing I
Drones: 3x Hobos II's
Max DPS: 403 Top Speed: 3421 m/s
Optimal Fighting Range: 18km (Scrambler and missiles are effective for 20km).

Since HAM have seen their range augmented by 30% in the last patch, this is becoming really interesting.
With max skills you should hit at 30kms with the CNY !

I've had quite a bit of luck with this setup. Its actually a handy little ship.
Highs:
5x Heavy Assault Missile Launcher II (Assorted Missiles) 1x[Empty Slot]
Mids:
1x Y-T8 10mn MWD 1x Medium Electrochem Cap Booster (800's) 1x Invun Field II 1x Medium Shield Booster II 1x Warp Disruptor II
Lows:
1x BCU II 1x Nanofiber II 2x Overdrive II
Drones:
3x Warrior II
Rigs:
3x Polycarbon Engine Housing
---------- This little beauty pulls about 6k/s with implants. Funny look on peoples faces when they see this thing owning their BC's. It is, or rather was vunerable to NOS, now its more neuts to worry about. Range on HAM's varrys with missile type.

Speed tank is the idea, why does everyone include shield stuff? HAM's, MWD, 20K warp scram, cap booster, 2xdamps, overdrives and inertia stabs in low; maybe a couple of BCS2 if you want the extra dps. Polymorphs ftw.

Hi guys im currently using a Drake BC, but i dont really like it, its too slow, not easily manoeuvreable etc... I like my caracal better, although i dont think i could do lvl3 quests with it (havent tried it though). My skills are not good enough to use T2 equipment, my Drake has got the following: 5x malkuth heavy (scourge heavy) 2x arbalest assault (bloodclaw light) 1x e50 energy vampire
2x invuln field 2x large azetr ward 1x large c5-l shield booster 1x f-b10 nominal cap. regen
2x mark i generator diag system 1x cross-linked bolt array 1x f85 peripherial dmg system
I just started lvl3 quests with brutor, and so far i had no problem with this BC...
so my question would be: do u think if i used a caracal navy issue with more or less the same eq. would i be able to do the same lvl3 quests? so far, the hardest i got was around 600k total, with 470LP reward...
and how do u calculate the ship's dps? is there a program which tells u? thx for comments

To calculate a missle ship's DPS however the safest way is to shoot a can (one of your own jetcans) and use the formula
number of launchers x HP of samage done to can / rof (found by show info on the launcher in space) = raw DPS
Dont do show info on the ship > modules > etc I dont trust that... Arguably my opinions represent to an extent the opinions of my alliance and in particular circumstances give rise to a valid "casus belli" claim. |

If you equipped your Drake properly you'd find it a lot better. Do a search for Drake passive tank threads.

i read the drake setups and tried the passive one, but i found it weaker... probalby due to the lack of t2 items and cuz most of my skills are lvl3... but my original question was the caracal navy issue :) do u think i should not try that one with these t1 equipment and skills?

I see alot of people fitting 20km scrams, go with the 24km on a boat like this, your less likely to loose your scram due to range (I find 21-24km orbut is the actual orbit on "Orbit at 15km" with the MWD on with a ship this size/mass, plus smaller nos/neuts are less likely to hit, etc, etc.

Some good nano fits here and its a preference thing, but i like a bit more shield so:

If you ask me this is the nano CNI fit. The faction PDS allows me to fit the second LSE II and gives nice bonus that compliments this speed tank. The small cap booster with 150s keeps you running everything for over 9 minutes. You can fit quite a few in yer hold aswell.
You may need AWU 4/5 to fit. I have 5
