Bonus 10% to Tractor Beam range per level 5% to Salvage success rate per level
Graphics ... lots of arms and bits to make it look like a ship that pulls wrecks apart

Drop heavy armor in exchange for large cargo hold. makes it more useful in lower sec space/group engagements (because then you just have the salvage ship looting/destorying wrecks. You forgot to mention max targets (5-8?), and ability to detonate wrecks?

I really like the idea. Goes with the idea of a new mini-profession that they're talking about.
Taking this further, you could follow the idea of mining barges with ship-specific modules. New modules for ship-board reprocessing with high power or CPU requirements and then have the ship have a 99.5% reduction bonus so that only these ships could fit them. Have a reprocessing module also have some sort crystal with tech I/II requirements for more efficient processing etc. It would use the same refinery skill levels as the mining crystals and a special "scrapmetal" crystal.

The large cargo hold also would be really nice as well as makeing it a non-race ship. though for the highslots a reproccessing plant would not be a good idea. However maybe a new type of long range tractor beam that only it can use that can be fitted with the T1 or T2 crystals to improve how fast the wrecks are pulled in or range of the beam.
my vision of it would be something like
6 high slots 6 med slots 4 or 5 lowslots
180 m/s
2000 m3 of cargo
ship bonus 99% reduction in large tractor beam cpu
5% chance to salvage per lvl and 5% bonus to max tractor velocity per lvl.
and a pg/cpu that would allow it to use cruiser class moduals. Also only 1 or no turret hardpoints and able to target 6 or 7 targets.
Also with the tractor beams maybe

I dont like the heavy cargo in your ideas, a salvager shouldnt be a looter he should just be a salvager, at least in my opinion, it just seems overpowered to take a badger 1 add 4 high slots and a salvage bonus ------------

Why so many medium slots? It should just have two highs, a medium and two lows. That's enough for your tractor, your salvager, an afterburner and either WCS, cargo expanders or Nanofiber. Have a T2 version with more tank for low-sec, unescorted work. -------------- Civis Ascendant Sum |

This sounds like a great idea. Personally, I would limit the low slots to just two and make it a shield tank, otherwise it would become a defacto industrial ship.
I would alos make it capable of using a covert ops cloak and warping while cloaked. As for salvage drones......interesting concept.

The med and lows I just threw numbers out could be 2/3 or 3/3 ... The ship is not intended to be used as an industrial
Cargo .. I was thinking in the 600 to 1000 range .. reason for that is it has to be a looter as well since the loot drop is in the wreck .. not a can next to the wreck
T2 and Drones ... both nice but a T1 salvager could be introduced within the current mechanics without any additional features
The key to me is the bonuses to make it worthwhile. Otherwise you may as well just use an Exeq which is excellent in this role. I use that with a couple of Nano's an expander 2 Tractors and 2 Salvagers .. does the job well... just doesn't look the part
We need those booms and knobbly bits and the bonuses
