For those with patch problems:
Could you try to download http://res.eveonline.ccpgames.com/af/af01a01a79a60851_ef9a766cab29d255e16678bbda414e64 , which is one small file (23KB) from our client resources (it is a thumbnail from the character creator, if you rename it to .png). For the case that you have also problem with downloading this file then it might be useful to check your connection to the internet, for example your firewall (we had one case where a very restrictive firewall decided to block our CDN).

Ok, so I download this file, now what? Run it? Your message was unclear. Or am I literally just downloading this so that someone on your end can see my download statistics?
This is just to check for you if the connection to our CDN is correct. It might be worth to also check the debug tool from CCP Snorlax, check this post for details.

I tried this but as soon as I launch the rescache tool the command line pops up and then instantly disappears before I can write any of the commands? I assume that this is not supposed to happen. ... Have you tried to open first a command window, then drag rescache.exe into the command window and add the option?

Ah, I see that your screenshot from Wireshark captured the launcher trying to download http://cdn1.eveonline.com/869616/EVE_Online_869010-869616_win.zip, which does not exist - and which should not exist for this patch anyway. The launcher should ignore it as soon it gets the response that it does not exist and proceed with the normal patch mechanics. (This kind of patch is normally only built for huge TQ patches, as it speeds up patch time a bit in this case - but this will no longer be needed with Download on Demand anyway.)
The file which is really being used by the launcher to patch the client itself is http://cdn1.eveonline.com/869616/RepairData_869616.dat (not usable without launcher). This also includes the information on which resources to use with Download on Demand. The resources themselves are then being downloaded from http://res.eveonline.ccpgames.com/, as mentioned in an earlier post.
