Power - A lot CPU - around 4K (large tower only) Require sov? Yes
What does it do?
Basically it solves the issue with cloaking that means u can AFK a cloaked ship at a safe spot and make every 1 in local think "is he in the belt with us? Is he afk?" etc.
I have no problem with using cov ops to BM fleet safe spots or to make instas behind enemy lines. I do however have a problem with people running into a system, cloaking and then sitting at a safe spot.
So this pos module basically "tracks" the movement of all ships in system and stores info. Allowing those with access to the module to see the following things, current location (very accurate for all ships including cloaked ones), pilots name, pilots corp., pilots alliance, if its cloaked, how long its been in its present location, if it is stationary and what the ship is. The user just needs to right click the item on the list and hit warp to and comes out 15km from the target. Then itÆs a case of catching the cloaker before he realises your their. Which means you would probably need to do it in a cloaked ship or just hope tpilotÆsots afk.
Since you requite sov to place this module it basically means that if you own a system u actually own it, rather then having a pos at a moon with slightly lower fuel usage. It gives the advantage to the defending owner instead of the attacker and it allows occupants of a system to actually use the system (mine, npc or whatever).
Makes things too easy?
Ok how about the exact same effect but from 3 modules placed at different moons? Everything else is the same.

You would need to make onlining/offlining times a consideration, because it is unlikely people will leave these running all the time. I like the 3 modules at 3 pos better tbh.
This gives the covops a nice window for operations, and then they have to move on.

Make power 3000, otherwise, why Caldari can't use it :) Or even better, make it 1500/1m or something, but let single unit be not very powerfull.
Make it need time to locate a ship after it changes location (or simply - give location information few minutes old). So a covop can counter the effect by mobility. More such modules in single "network" - more acurate and actual data (so with like 10 such things or 20, You have data 1 second old)
