From the rules: Fights are limited to 15 minutes, although more time can be awarded by the judges.
Which rules are you looking at? The ones I see say:
Fights are limited to 15 minutes in the first round, after that fighting will cease and a tie will be declared. In the elimination rounds, fights will continue for as long as needed. If there is still a stalemate after 20 minutes, and tanks do not seem to be about to break, here is the proceedure that will be followed:
- The team with the most ships alive wins.
[*]If both teams have the same number of ships alive, the alliance with the largest ship alive wins. [*]If both team have the same number of ships alive, and equal ship sized, fighting will be stopped. Each alliance will then have 30 minutes to prepare an interceptor to fight in a 1v1. This interceptor duel will decide which alliance moves on to the next round.

the only passive tank i recall was on a TII ferox (i forget which one, OHNOES) and it lasted a while, bout 3 minutes, but it still dieded
