hi they should make ice mining drones,
So that u can only fit 10 in a large barge's drone bay
BUT will take ALOT more space to fit in any other ship cause the ice mining drones can have like a bonus like % less in mining barge drone bay so u cant exploit them and put them in other ships drone bay.
and that ther be a skill ICE Harvester Drone and its bonus would be 5% ice mining duranation per lev,
so it will decrese the time it takes to mine with the ice harvester drones
so like they can only mine 1 unite of ice per drone
BUT they will take ALOT longer to mine then ice harvesters ther duranation can be like somthing like 1,000 sec or somthing.
kinda like with the ice harvester lasers
cause see mining ice is differnt since u can only like mine 1 unite etc and that it counts by duranation not by unites like with reguler ore

Umm... no.
Have you seen how big one unit of ice is? 1000m¦. And you expect a 10m¦ drone to carry that? Also, it would take the drone a really long time to get one unit on its own. Even if mining drones are part of a group, they still work individually.
Currently, a Covetor with three ice miners can only go for one cycle before its nearly full (two if you're using high end expanders). It can't support 10 units of ice on its own. If you want to mine ice faster, find a buddy with a hauler so he can keep making trips back to the station while you mine.

yes but they can be special ice miners that has alot of cargo space that has only 1k m3 cargo space, rember how ice harvester lasers fit on to mining barges causer they have a bonus that decreses its amount of cpu usedge "Note: 98% less CPU usage when fitted on a Mining Barge." we it can be something like tht so only mining barges can use them and only can fit in mining barges drone bays

You're missing the point. This idea is unbalanced. Ice is supposed to take a long time to mine a reasonable ammount solo. It's used in powering POSs and setting up the jump drive and siege modes for Dreads. It's supposed to be expensive. By letting a Covetor mine 16 units of ice in 20 minutes instead of just 6, you completly destroy the ice economy. A POS is supposed to take time and effort. This slashes it down to a third of what is needed.
And just a note: the Ice Harvestor I's base duration is 600 (10 minutes). 1000 isn't much longer than that.

then have it even higher then 1,000 what ever ccp thinks is resonably its up to them to make a duranation that should be fare for the players AND the econamy

I recall seeing that mining drones can carry 1,200m3. If I am mistaken then the rest of my post is invalid. (http://www.eve-online.com/itemdatabase/shipequipment/drones/miningdrones/1202.asp)
As this is the case, why not have ice mining drones that will only fit into ships other than a barge. Of course this has the drawback that many ships cannot fit ice into their cargo even with expanders, but there are some ships that will. For example, the gallente exequeror cruiser can fit more than 1000m3 and also has a sizeable drone bay. Battleships such as the Apoc have 7 low slots and with a standard cargohold size of more than 700m3, could easily fit in ice if cargo expanders are fitted.
Introducing these ice mining drones would allow those without barge skills to join in the "fun". If CCP do not and never intended anything except barges to mine ice, then fair do's.. But, if they do not mind then it is a great idea. If CCP want this sovereignity thing to work, people need ice to power their POS's. Lets give everybody the ability to extract some... God forbid only the carebears can decide whether a POS survives as that would be terrible for the reputation of all the PvPers.
