Anyone who doesn't understand the missile damage formula, might read the description and think they're worth using. They would be wrong.

Really, the only situations where precision cruise gain you a significant (percentage wise) DPS increase over faction is against targets so small/fast that your DPS is insignificant to begin with. In such situations, the increase in damage is still insignificant. Against the targets precision cruises are meant for and should be useful for (cruisers), you are plain better off using faction missiles.
This is the case for all the guided missile classes (cruise, heavy, light), though it is most apparent in cruise missiles (precision heavies can be situationally better than faction, but it is often only a minor benefit). ---

They're distinctly towards the "worthless" end of the spectrum...
Precision missiles are intended to be used against small fast targets. They do more damage as a percentage of their maximum against those small fast targets. However... their base damage is also 75% of that of CN missiles, and these two effects can come disturbingly close to cancelling each other out. Most critically, Precisions also have half the range of faction/T1 missiles, which is crippling when they're being fired at a target orbiting at high speed at ~25 km range, such as an interceptor or Cynabal.
For precision lights, the range issue is crippling but on the Cruise scale it's only a serious drawback. As for some specific numbers, well, let's ignore the range issue and assume that they all hit:
Light missiles hitting Ares, sig 78.8 m orbiting at 5 km/s. CN: 26% damage, Precision 36%. Net damage: CN 22.3, Precision 23.4. Precision is 4.7% better. Hmmm.
Heavy missiles hitting Ares, sig 78.8 m orbiting at 5 km/s. CN: 7.0% damage, Precision 11.5%. Net damage: CN 12.1, Precision 15.0. Precision is 23.8% better. This is better, but actual damage is poor in either case, and remember the 50% range penalty means that a Drake's precision Heavies will probably not have the range/speed to hit!
Cruise missiles hitting Ares, sig 78.8 m orbiting at 5 km/s. CN: 1.5% damage, Precision 3.4%. Net damage: CN 5.2, Precision 8.8. Precision is 67% better. Here we actually have a useful-looking damage increase from precision, and Cruise has the range to actually hit. But net damage is so low in either case that I wonder how useful this actually is...
Cruise missiles hitting Cynabal, sig 1052 m orbiting at 2.4 km/s. CN: 28.6% damage, Precision 38.9%. Net damage: CN 98.7, Precision 101.1. Precision is 2.5% better. This isn't worth the 10 s reload.

Wow. That's pretty pitiful.
May be time to divest myself of the BPO so I don't keep trying to convince myself that I just need to find the right region to sell these in.

Fire up a copy of EFT, and have a look at the points where the precision cruise outdamage faction cruise. The only times this happens is when precisions are doing SO little damage that you might as well stop firing anyway. This is thanks to precisions doing 15% lower damage than normal, and faction doing 15% higher. Net result is that you lose your already significantly lower damage slightly slower.
I'd suggest that unless you really need the cash though, selling the BPO isn't an ideal plan - because functionally, no one will make money from the BPO as stands, so the _only_ value in it, is speculation that one day precision missiles will be worth using.
