The Shader Model 3 requirement will be for all of EVE Online. The Incarna expansion will need Shader Model 3 but one of the changes we are currently working on, and will be detailed later, will require Shader Model 3 everywhere.

Not this particular project that I'm referring to.

First you state an upcoming feature that is everywhere (by this, I want to assume you actually mean spaceships and space) will require Shader Model 3 but..
Then you say the only features that will be have a Shader Model 3 requirement is crap dealing with new character creator and that at some *Uncertain* point in the future Shader Model 3 will be standard for the whole game.
Which is it?
Both; there is no inconsistency in what I said.
In Incursion 1.4 (on 5 Apr) then some of the features of the Character Creator and in particular some the features of new Character Recustomisation will be inaccessible if using a Shader Model 2 card. At some point in the very near future, exact date still to finalised, then we will deploy a technology change / framework update, not a feature, that will require Shader Model 3 everywhere.

I am not that impressed by the short notice for hardware requirement changes by CCP though.
The first dev blog we wrote about Shader Model 3 was in Jan 2009, more than 2 years ago. Based on the feedback then we postponed at the time making Shader Model 3 the minimum.
The next dev blog was in Oct 2010. In that blog we stated that "graphics cards with ShaderModel 3.0 support will become the minimum required graphics cards to run EVE Online at a yet-to-be-announced date in Q2 2011". We have now announced that date to be 5 Apr 2011.
The general reason for why we upgrade EVE were detailed in this dev blog in Sep 2009. To summarise the main points presented there: "The history of EVE is the history of continuous enhancements, updates, upgrades, and new and improved technology; both client and server software updates as well as hardware upgrades (...) Why do we constantly update EVE? "Why can't you just keep it the way it is?" We update EVE because EVE needs to be fresh, vibrant and cutting-edge. EVE should be immortal, just as you, the pod pilot (...) Introducing new technology has at times required that we update the minimum system requirements needed to run the EVE client. Adding new technology sometimes entails that old technology must be left behind."

According to this, yes it does.

Intel GMA 3150 supports Vertex shader 3.0 (software) and Pixel shader 2.0 (hardware). It's sort of a bastard GPU.
And EVE will require both vertex shader 3.0 and pixel shader 3.0 so this card will no longer be supported.
