A player looking for PvP but uninterested in going perma red (for any number of reasons) might as well remain in high-sec baiting and playing can games as head to low-sec.
Low-sec SHOULD be free fire. Leave the lack of bubbles as is.

Kill a few nights, rescue the damsel a few nights if can still enter empire. If not, belt ratting easier and faster.
If nuclear at -10....join the blobs in null sec. Many a pirate has joined null sec corps just to fix -9 to -10. Some even stay...had a friend who jumped around alot. has been from -9 to 0 quite a few times lol. This alst fixing, an officer and crazy mad carrier ho'ing of sanctums and havens...he put the eyepatch away casue money was much better. Some roams to satisfy blood lust, even better.
Also don't kill pods....adds greatly to the ships you can kill. Ships kills small hits, pod kills kill your sec status real quick.

Security loss in low sec DISCOURAGES PvP in the very place intended for it.
0.0 is not intended for PvP, but possession -- hence bubbles to deny access. If the goal is to have more people in low-sec, more PvP, then eliminate one of the more serious barriers.

Partially agreed, low sec should have less penalty from the law.

Shoot only blinkies.
Trick them into going blinky.

Also, there's plenty of people who are looking for PvP in lowsec. It's the crowd that would like to dodge PvP that's missing (because dodging incoming PvP is harder than finding someone to gank).

Why would it? Everyone in low-sec alrady ASSUMES that everyone else will or might attack them. Yet those that go, do so anyway.

The current rules penalize people who are interested in PvP who are not willing to commit to it full time. The high-sec mission runner (or equally, the person without a high sec alt) who wants to PvP part time is at a huge tactical disadvantage. He gains little from heading to low-sec, so he might as well grief in high security where he controls the odds. The only group "hurt" by making low-sec free fire are reds losing this advantage, but even they will gain through added targets. It is win win.

If you're not podding people, the sec status hits should be fairly limited. Or just find some outlaws to shoot. Or fly around in a noob ship waiting for someone to blow you up, then hunt them down while you have kill rights on them.
There's plenty of ways to PvP in lowsec without completely ruining your sec status.

Correction: It penalises people who want to be gate camping high sec gates popping newbs on the weekend, and then returning to lvl 4 mission running during the week. Preferably with little to no risk to themselves, or even the minor inconvenience of having to rat their status back up.
People who are interested in PvP against those who can actually shoot back generally don't give a damn about sec status. Or they take the time to learn how to get around sec hits (as mentioned by previous poster).

Not really, high sec mission runners who come to PvP in low sec will almost certainly get fights. In most of these fights they won't have to worry about sec hits as they won't be the ones shooting first Again the only real tactical disadvantage would be their inability to shoot everything that came through a high sec gate without suffering a sec hit for it. Crime= Punishment hmm?

So you want to be able to "grief" people in low sec without any cost to yourself? And again, flashy reds aren't losing any advantage, they are gaining one. No longer will hard bitten criminals have to worry about their sec standing always placing them at a disadvantage when fighting anywhere near sentries. Now all they have to do is rat up to neutral and gank away to their hearts content with no repercussions.
Honestly can't see this increasing targets to any noticeable extent. Those who are unafraid of losing ships already fly through low sec, those who are afraid don't (barring stupid mistakes). You want more targets in low sec, you need to give them a damn good reason to be there...this is not a damn good reason tbh.

reduce by 50% the sec loss for pod kills.
Reduce the sec loss by 30% for all pvp ( aggro ship kills and pod kills in low sec generallY)
increase the time on killrights by 100% from one month to 2 months ( quicker high sec access but ..... u would run the risk of being killed by being allowed back into empire)
