Minimum size with lvl 4 skills and sisters is 2.2 2.0 with T1 grav rigs

dude, that's so overtanked
You definitely don't need crystals, and try to fit rigor rigs. They'll help a lot even though you might instinctually think that they won't
When you're going 650 m/s rats barely hit you

Lots of frigs have sig rad / sensor strength < 4. They're quite possible to probe out
If you want to be "safe" I'd suggest getting below 1.6 1.59 is the limit for a max skilled covops pilot with rigs and faction probes
One ECCM in the lows + one in mids gives you 1.54, so you're unprobable without implants (which means unprobable). With one ECCM in the mids and LG Talon implants you get 1.62 which is, for all intents and purposes, unprobable (probing something at the theoretical limit is damn near impossible, and how many ppl have astr. triangulation V anyway?).
This is ofc assuming you don't use T2 missiles, which means you should use faction launchers instead. You can make it 100% theoretically unprobable with HG Talons and 2 ECCMs but it's a waste really. With HG Talon + 1 ECCM the prober needs 2 bil worth of implants to get you (and probably won't anyway)

Whichever way you want to slice it a 2 bil ship PVE ship doing 481 DPS is mediocre.
You can also make them unprobable while doing it, and kill even frigates without drones (since drones are probable) due to the tiny explosion radius you can get with the right setup. Doing that in anything else is a lot harder. Also, they're a lot more agile and faster, which can count for a lot in some missions.
And regarding DPS....you rarely get anywhere near the on-paper DPS of a typical mission boat against anything but battleships, and lots of missions have a ton of smaller ships. So it's situational as to which setup actually gets the best overall DPS against the entire mission.
You can hit 700 DPS while keeping it unprobable FYI

You need the LG sig implants though It's right on the edge of what's theoretically possible to probe with max skills, rigs and sisters probes, but it's not feasible ingame.
With HG implants or LG + an extra ECCM in the lows you're unprobable unless someone has the sisters implants (and come on, you won't run in to that person). With HG + ECCM in mid and low you're 100% unprobable and get 682 DPS.
If you want to fit the interdiction nullifier you lose a lowslot though so you probably don't want the ECCM in the lows. It's overkill really

Maybe you're right, but the ship will still take a long time to scan down which means that if you're paying attention you'll notice the probes.
Also keep in mind that a Tengu can go 650+ m/s in deadspace which is faster than any non-T3 ship except frigates. What's going to tackle you if you move away from the warp-in? Rapier + Arazu + Falcon warping in at the same time maybe, but not much else
Like I said though, you can make it fully unprobable but you're going to have to fork out for it. You could fit 2 ECCMs in the mids though I suppose =) that does the job with LG Talons
