The "best" gallente ships are the drone boats. That said, if you've bothered to train T2 rails for some reason, Gallente have some ships like the Lachesis that are "ok". In general, the best Gallente ships for pvp, in no particular order, are:
Dominix, Ishtar, Vexor - there are many good fittings for these ships that don't use any turret weapons - just Neuts and the Drone control range extension
If you want to fly a fleet sniping BS, I'd recommend the Rokh over the Megathron.
If you want to fly a sniping HAC, go for the Eagle, not the Deimos.
The gallente Force Recon - Arazu - is no longer useless since scrams shut down MWD's. That said, like other Recons, it's made of paper and you won't be soloing very much in it. All in all, if Force Recons are an objective I'd go for the Falcon or Rapier before the Arazu.
The gallente logistics ship - Oneiros - is pretty crappy. There is no valid reason to train for one over the Amarr Guardian, which gets bonuses to both cap transfer and remote armor rep.
Information warfare leadership bonuses, enhanced by Gallente Command Ships, are also the worst of all. Minmatar boost MWD speed (much reduced since the speed nerf) and extend tackling range (web, warp disruptors and scrams). Caldari improve shields and Amarr improve armor.
All in all, I'd say unless you want to fly a Drone boat, you have much better options to train over Gallente. Of course, the gallente carrier is considered the best by some (bonuses to both remote armor/shield rep range) and the Moros is pretty much the second best dread (good cargo room, and good decent dps when they can use sentry drones). Both are inexpensive to fit, as well. I have a Gallente alt that flies only capital ships and the Dominix, and I don't regret training it that way at all.
Gallente pros: great drone boats, great capital ships Gallente cons: non-drone boats are generally crap, although the Mega is still a serviceable fleet sniper, crappy T2 ships in general compared to most other races
Final note: while you CAN do level 4 missions in a Drake, it doesn't mean you SHOULD. Use a Raven for god's sake. People have used them for level 4's forever.
