Cant help but feel many who are replying are not or ever have been proper miners, go 5-8 jumps from many hubs and you will find pebbles, barely big enough to last a cycle.
On spawn days you will find each belt occupied and gathered by the end of day, log on next day and you can warp to belts and find NO trace of ore at all, not in Jita were talking the fringes of empire, the best option to find a system with no station but even those generaly have a pair/more + orca hovering up the belts.
Wormholes, pop to C&P "I found an Orca" "We scanned out a guy mining" there may well be nice sites full of ore, but the people who want to go cant get a small fleet + Orca thru a WH and then get back, loads of WH are exits into empire so have a lot of traffic and wont take a Orca + small group.
In the rare event you find a virgin WH and get a group they will be scanned and popped in no time while they stay in one spot, mining is slow giving a hunter plenty of time to scan you, cycle times are long.
The reprocessing figures are a small snapshot cherry picked by ccp, there are no figures from ccp when shuttles were npc items nor when you could buy certain starbase items to repro, with the state of the belts is it any wonder many see mining as an alt profession and grind missions to burn loot for minerals.
The rise in Ice mining partly from Ice products going up is more to do with POS's filling empire and actualy have something to mine, there are still some 5 month old "nnsepppy" but many are player corps with proper names Which are industry orientated.
Apart from the Drone Regions (mining with guns) WH space is the only new space I have seen since I first played eve, 8k was max when I first logged, I remember warping to large belts in Oursulaert and seeing a Dominix mining, then you had 15 drones out it looked like an angry swarm of bee's, belts were pretty much full (didn't have a scanner then so no idea how big they were)
I see this as ccp plan to force the fight for recources making things harder as more player join to become a miner, check a miner out a proper miner they will have little if any gun skills probably small weaps if any, then try joining any corp outside of empire, any miner will fail "you cant defend when needed" all those skills in industry are pretty much wasted as they are roles filled by alts not mains.
I had a miner/builder and thought, low sec/0.0 they all pew pew so they need the industry to stock up and those mods/ships every corp I tried to join refused, In the end I sold him.
Just make your miner an alt, go grinding lvl 4 and burn your loot prolly works out same as running all round looking for belts with more than 2 cycles left

Let me correct that for you
Step 1: Go to W-space Step 2: Scan down a grav site Step 3: faint at the size of the Arkanor, Bistot and Crokite roids Step 4: ??? (wtf I cant pay that!!!) (Sh*t he is killing the other ships, pop!! oooh how did I get here in the station?) Step 5: Loss
WH is for groups sleepers dont get you the players will, it is 0.0 after all you dont go down to Delve and start mining and think no one will notice me
