There is no specific Dev acknowledgment of this legend, and no evidence that it is true. On the contrary side, there are entire threads devoted to explaining how the basic exploration respawn rules interact with w-space to make it *seem* as if spawns are more rare in the places where people have colonized and are exploiting them aggressively. It's like looking for loose change at night -- you never find any near the bright streetlights, because that's where people have already picked up any that might have been dropped.
"My" w-space system is down to four or five cosmic sigs at any time from the dozen or so that were normal pre-patch. They appear to be spawning and despawning at the same rate as they always did, although this will "seem" to be less because there are many fewer. Wormholes, gravsites, ladar, and yesterday even a Mag site (the first since Apocrypha!).
There's no evidence, and no reason to believe, that the presence of a POS makes any difference. I consider it irresponsible for people to keep spreading that rumor.

The "issues" you are stating you are seeing are mechanics that were put in place to stop players settling in W-Space: to stop people from printing endless isk.
Carefully chosen quote of Greyscale's carefully chosen words. He's confirming the spawn mechanic is working as intended; he is NOT confirming that there's a link between the POS mechanic and the w-hole spawn mechanic.
