im facing exactly the same problem since my ISP changed routing from TeliaSonera to Above.net
trace
heavy and constant packet loss over several hops within the CCP/Above.net Network BEWARE!!!

forwarded the error to AboveNet and they replied that the packets are dropping within the CCP Network
Quote: Email_Message : 213.152.240.250 is an IP we provide to packet exchange for peering purposes, your packets are droping in their network. I am able to ping that destination OK but the host does not respond to traceroute. I see no issue on our network and no further action will be taken by us

im stunned on that amount of packet loss. average disconnect time is currently 10 minutes BEWARE!!!

oh damn nice job. now im getting routed via aorta and eurorings and theres not even a singel package lost over more than one hour.

yeah but not at the "usual" UPC Cable but at a DSL Provider they bought a while ago.
till a week my routing was UPC->Aorta->TeliaSonera->CCP working without any problems. Since a few days it was UPC->AboveNet->CCP wich caused a major decrease in service stability connecting to TQ.
Now its UPC->Aorta->Eurorings (KPN)->CCP wich works again flawless.
BEWARE!!!
