I remember doing something very similar on my first character. Except I was in a vexor and jumping into low sec for the "good stuff". This worked for two weeks and I finally was able to build a domi, on my first jump into low sec with it an hour after the paint had dried on the hull, I got blown up. Ha ha the tears were almost real at the time!

As for belts being mined out, the mining tutorials happen in deadspace areas where we can control things a little more. One idea behind the new epic arc is that new players who end up taking it on will travel across various regions, and hopefully in doing so, find a lot of places where they can settle down and mine for a while, if they please. The more they see of the sandbox, the more they'll want to jump in and play.
Wish I had this oh so many years ago. Sounds like it is all planned very well. Didn't get a chance to mess with that new bit.
My how EvE has changed. No longer saying "Here is your pilots license". Now it is "Here, you have passed your final test, you are now setup to join that player corp and enjoy EvE. Have fun!!"
