Don't know if this has been reported yet, but: Nanofiber Internal Structures, Polycarbons and Inertia Stabilizers should affect Inertia, not Agility. This effect is not stacking penalized with Low-Friction Nozzle Joints, which still affect agility.

Kill NPC pirates. Most efficient way is to kill a battleship rat in one system, move to another, kill another battleship rat and keep changing system for 15 minutes, after which you can go back to the first.
