Sorry, just wanted to add that yes with a high grade clone, rigs and a stripped low set of high speed warp mods they can warp around at high speed. But you have to ask yourself the 'so what' quesiton. What is the tactical benefit to that degree ...

The AU speed changes were very easy for CCP to put in. It's just a value in the ships profile. A tiny change in the stat box. TBH this game started running into problems when the adjustment on a ships stats became a 'feature'. Expansions to this...
