Destroyer with 8 smart bombs might work. You'll get popped by concord anyway, so the dessy keeps it cheap. Keep the Destroyer very close to the targets ship, and as soon as it pops activate the SB's.

Might as well to train it to 4, it won't take long. 5 depends on if you intend to fly the Harby a lot, in which case do, or if you want to move up to battleships as soon as you can, leave it at 4.
