No anchor needed for vanguards. If your corp is big enough for the larger sites, then a tanked battleship works fine.

His math was not quite correct, but the conclusion was, the Mael does more damage. Calculation for the Maelstrom is like this: 5% reduction in rate of fire per level, so 25% reduction at level 5. We can measure damage in "effective turrets" DPS...

The absolution will be quite well received in armor fleets. A legion would also be very welcome. Missile ships in general are frowned upon and have a hard time gettting into good fleets. Logistics ships are also good ways to get into decent flee...
