Get the fastest frigate attach afterburner,salvager,cargo expanders and if you want maybe a tractor beam. The loot takes all the space the salvage doesn't take much.

I use the arbitrator to do lvl 1 missions just let the drones do the work and then salvage it with a Executioner i have: 1x Salvager 1x Hydropropelant afterburner 1x Small Capacitor Battery It works great since i'm still training for a tractor beam.
