Just thought this up, and as inventions have gone in the past, it was a "why hasn't anybody thought of this before" moment. People have thought up lots of ways to fix it, but I think the following is the best or at least worth mentioning:
"Local" stays exactly the same in .9 and 1.0 space, CONCORD transmits all the data for you in some nice Jove or whatever way. Only certain .5 - .8 space areas will have certain permanent, faction-navy sponsored and protected beacons (maybe destructable idk) that you can warp to like a cyno field and it will "ping" local for you (give you what local gives you now) when you warp to it. They will be strategically placed and require a faction-navy standing of more than 1 or somethin, and cost some small amount of isk (in the thousands). This may be very interesting for the fac-war mechanic.
In lowsec, while some NPC factions may sponsor and protect their own beacons but they definitely will be rare. In lowsec and 0.0, local will only show the number of people in system.
New probe-like thing, where you drop a similar beacon to the faction-navy beacons which shows up in everyone's overview like a cyno field, and you can warp to it. This means you can only "ping" for a short time before you have to scoop it and move on, and the data depending on your skill level and the meta level of the probe is only accurate to certain distances (such as who exactly is within 14 AU for level 1). This probe will be destructable, and you can't be cloaked while using it unless you're a cov ops frigate (not stealth bomber).
New POS module that permanently does this, comes in large, medium, and small (each give certain distances for the info), only gives info to people within 1,500 meters of the module and have access to the shield to get inside of course. And, a relatively expensive t2 or extra-large POS module that broadcasts what we know as "normal" local to everybody on its shield-access list in system.
This means that defensively in 0.0, while you're ratting, and 5 random people jump in to system, you drop your probe. If you don't want to use the probe, you warp to a POS because you're scared of those 5 people. Or your alliance can afford to put the awesome POS module on one of its POS's in your system, and you see it's just your own buddies.
This is obviously up for discussion and tweaking, and I know defense already has a huge advantage, but I don't think one ship of any kind at a good safespot should give perfectly reliable intelligence just because they're in system. This "nerfs" offensive intelligence ships and may decrease the value of "noob scouts" but I think that's a big reason why we're doing it in the first place. |
