It's not a bug, you can fit whatever turrets you want onto any ship (capital turrets on non-caps excluded) and this is what you'll get.
You can't undock in it, but that doesn't mean it's a bug.

you can't equip a weapon that requires more than the ships total cpu/pg, regardless of whether they are activated or not. I found that out trying to squeeze an extra 100m3 onto an industrial by using hislots

I flew this on Armageddon Day (Trinity launch day)
Required Tech II powergrid rigs and a full rack of RCU IIs, if I remember right. And the DPS was terrible. But hey, siege blaster!
Unfortunately I don't have any screenshots of my other ship - the capital shield booster Maelstrom. ;)
