Okeh, some misconceptions here:
1) You are NOT referred to agents other than storyline ones. Period. The time to move on to level 2 missions is when your corp or faction standings (and yes, they are separate) are high enough AND you feel you can take on the additional challenge.
2) Agent PERSONAL standings DO NOT COUNT when guaging what level mission you can get. the only things that affect that are:
a) CORP standings b) FACTION standings - the determiner for what level mission you can take is the higher of either FACTION or CORP. c) Your level of Connections or Diplomacy - Connections for when you have positive standings, Diplomacy for when you have negative. NOTA BENE - Connections will get you to a maximum of about 4.0 staring with zero rep - Diplomacy can get you to just above -2 if you're at -5 - below -5, you can't work for that corp, period.
3 The "grades" go as follows:
-2 to about +1.7 - level 1 missions only +1.8 to +3.9 - level 1 and level 2 missions. +3.9 to +6 or so - levels 1,2, and 3 missions Above +6 - Levels 1,2,3 and 4.
it's up to you to find agents of the appropriate level and quality for your standing with the corporation in question. There's a couple ways to do so:
a) Use a offline agent finder like eve-agents.com. b) Get Info on the corporation you're working for, select he Agents tab, and look down the list for the level you want to use - it'll tell you where to find them. NOTA BENE: If you don't want to mission in lowsec, don't pick a agent in anything lower than .6 space - if you do, there's a good chance he'll send you into lowsec.
