It is possible to create a new space station from one player,if have the essentially skills. If yes who is this skills?

Only one person actually builds it (need outpost construction I [anchoring V, Mechanic V, Industry V]) and anchors it but it takes a large group of people to gather and move the reqired materials as well as protect it. It also requires Sov 1 (which takes a decent fleet to maintain) and can be captured if somone else takes sov (thus it requires a large fleet to keep) -Xindi Kraid CSFI lead engineer and shipwright

Not half a trillion isk, more like 100billion without upgrades? maybe even less....

That's still expensive and the rest is still true.

In practice, what's involved in defending sovereignty? Corp members having to sit on guard duty around the clock around the POS? Any very rough estimate on how ships would be needed in the system at any one time to ensure defense? I'm just trying to get an idea of what size a corp/alliance would have to be to have a chance at defending sovereignty.

These days you should not start with less then 25 dreads + 100+ support when the POS comes out of reinforced. If the enemy knows what he is doing he can dictate when it leaves reinforced. So you either need to be able to get numbers around the clock or be able to recapture the system when it's lost.
Return of investment is about one year if the outpost is in a good system. That does not take into account the fleet you need to defend it. --
There are countless games in the world. There are at least as many ppl that dont like one or more rules of said games. That never stopped smart game designers from creating good games.

Onai, Are you asking about an outpost in low sec (see answers above) or any Player Owned Structure (POS) in high sec?

'Low sec' is misleading here. Outposts can only be placed in 0.0, and even there only in the systems not belonging to an NPC Faction.
