Honestly I dont know why this hasnt been given serious (aka devblog-level) discussion, but whatever.
Item: Extended Webifier I CPU: 35tf PG: 1mw Range: 30km (30% overload bonus) Effect: -20% velocity
In other words, a webifier equivalent to the 20km scrambler. Nice long range, but only 20% reduction so even when stacked the best it can do is take the edge off a nanoship, not stop it dead in the water. But that's exactly what we need, the problem with nanoships and speed in general isnt that ships go fast, its that theres no particularly good counters like there are for other 'special abilities' like ECM, nos, etc.
And of course its easy to implement, as opposed to that turkey of a mass nerf that found its way to sisi a while back. _________________ [IMAGE REMOVED] -- aka Cpt Bogus -- Is that my torped sig cloaking your base?

Hay guys I got a grate idear, lets make it so all ships have a sensor strength of 1 point and ECCM can only be fitted on the falcon. Web penalties are proportional, so a blackbird with a full rack of Extended Web I would have an effective -73% speed reduction, i.e. less than one t1 web on a Rapier. Obviously it would be a cheap alternative to the Rapier, but that is sort of the point...as my troll-y example alludes to, the reason ECM is balanced and nano+MWD is not is there's no non-specialized counter to the latter.

Ok so your counters are:
Blob neut, on an amarr recon or it's worthless vs nano recon again, but with a web ecm, which works exacly the same on any ship, nano or not blob
And chances are the nano will STILL get away if he so chooses, which a smart nano pilot would.
As for the OP's idea: probably not. Even though you've set the speed reduction relativly low, I'm thinkin it's still enough with the range to be over powered. I'm not sayin it's wtfbbqpwnzorzualliwinbutton op'ed, but like "mandatory pvp gear" op'ed. Especially with the way it looks like they are doin the speed changes.
Then again maybe not. I can't say for sure without testing it.

How about if CCP just quits nerfing stuff? Everything they make they nerf in what seems like a carfully concieved time span that coincides with the exact amount of time it takes me to train for it. I even have a list of ships and mods I trained for that were all nerfed within 3 days of when I could use them that I won't bore you with...but it's growing to be quite a list.
All of this could be easily avoided if they spent more time thinking about the ship/mod and how it would interact with the rest of EVE before they release it.
It seems to me that one n00b complains cuz they can't "Win EVE" and take out all of "_______" alliance with an Atron and the devs start warming up thier trusty nerfbat to "Fix" the problem.
Look, if you don't like how good the ship/mod is that your enemy is using there's nothing stopping you from spending the time (like he did) to train it up too. That's probably why he trained it in the first place...cuz he got beat by someone that had it too.

To clarify, my proposal would be done in place of the scheduled speed nerfs, which frankly I don't think are going to have any more actual effect than the previous nanofiber nerf(I predict 3 days between the nerf and when the new way to correctly minmax using speed is found, posted, and FOTM'd).
