Hi,and before I am flamed I will try to explain.
As far as i know low sec is 0.4 - 0.1 and 0.0 is just that.
As a newbie ish character, i would have thought that 0.0 would be the nastiest.
But it seems that low sec claims that from conversations and other posts.
Why?

1) low-sec has security hits and gate guns, 0.0 doesn't 2) 0.0 space is claimable (in most cases) through sovereignty. Where an Alliance can gain "control" of a system. Low-sec (and some small parts of 0.0) is owned by NPCs and you can't get sovereignty. 3) Bombs and bubbles are allowed in 0.0 not in low-sec. 4) the lower the security rating, the better (and tougher) the rats are.
Because 0.0 can be claimed and to some extent controlled, it's populated by Alliances who have rules about how control is maintained....Alliances are the local police and therefore it can appear that 0.0 is safer.

This. 0.0 is controlled and defended by groups of players. Mess with 1 and they'll all hunt you down or at the very least track your movements so they all have early warning that you're there.
That along with the fact that if a neutral enters your system in 0.0 you know they're hostile while lowsec is busier and filled with people just sitting around who are no threat. _______________

Lowsec is nasty because pirates tend to roam there, and because the gate guns / aggression mechanics interfere in such a way that it's hard for your friends to come to your aid without incurring penalties.
0.0 is nasty to an intruder who isn't on good terms with the locals. It's actually very nasty; you may be able to sneak through lowsec, but if you enter someone's 0.0 territory you'll be instantly reported on the com channels and a hunting posse forms up almost immediately to kill you.
However, 0.0 is almost as pleasant as high sec if you're on good terms with the locals, because your friends aren't shot down by gate guns and don't lose sec status when they come to your aid, so everyone comes to your aid much more readily, if you're attacked. Again, if you're friends / blue with the locals.

Warp bubbles can also be deployed in 0.0 and not low sec. These are 'bubbles' that stop you from warping out of them, or can drag you in from warp if your trajectory intersects them.

Do these security hits apply if at war?
PlayerA is in CorpA & PlayerB is in CorpB which are at war, will there be any type of security hit for player A killing Player B?
If Player B is a Caldari race, will the NPC caldari factions' standings towards player A drop?
