is there such a thing and if so how would you build it?
i went
x8 425mm prototye rails - antimatter ammo
x1 t2 XL-booster x1 t2 boost amp x1 t2 thermal amp x1 t2 kinetic amp x1 t2 em amp
x2 t2 PDS x1 t2 tracking enhancer - for tracking and more optimal x2 t2 magnetic field stabs - for damage and ROF
x3 CCC rigs
x5 t2 med drones
i have BS to 5 all shield skills maxed and gun skill to lvl 4.

I think you are missing something... theres 6 meds on a rokh.
It doesnt look bad to me, but it seems to lack enough cap for proper tanking of some of the more difficult lv4s.
Try using 2 active hardeners (specific to the rat type of the mission of course), and throw 2 t2 cap rechargers in the remaining meds. That would add around 150 more dps tank according to EFT, depending on what dmg type you take.

Doesnt look bad, what's your gun DPS?
Do you need the PDS for extra grid? If not, consider cap flux instead. Also consider true sansha/dark blood PDS for the extra grid...you could maybe swap the other to a flux.

i have used up all 6 meds as for active that uses more cap and my reisits stand 77%em 77%kinetic 63%exp and 68%thermal. very nice for passive tanking.

True, but how long does your boost hold? What i'm looking at in EFT, it would hold for 2mins for a sustained 206 dps tank against uniform damage. That may work for some missions, but for ones like Gone Beserk or The Blockade, where you fight constantly for quite a while, that tank will probably fail. I'm not a big fan of omnitanking for missions. In most cases using just the 2 primary forms of incurred damage will help quite a bit.
It looks to me like using just 2 active hardeners, and replacing the other 2 with cap rechargers more than makes up for the lost cap from the active hardeners, and you attain more sustained tank in the process and more resists against the specific rat faction. You'll end up with over twice the sustained tank with only a loss of a quarter of your reinforced tank.
Or even just taking the previous posters suggestion, if you can afford to swap a PDU for a flux coil, will help a ton.

Core A-Type 100MN Afterburner Pith B-Type Large Shield Booster Ballistic Deflection Field II x 2 Heat Dissipation Field II Heavy Capacitor Booster II, Cap Booster 800
425mm Railgun II, Caldari Navy Antimatter Charge L x 8

My preferred Rokh setup:
8x Dual Modulated Heavy Energy Beam
1x X-Large Shield Booster II 2x Invulnerability Field II 2x Boost Amp II 1x Cap Recharger II
5x Capacitor Flux Coil II
3x Capacitor Control Circuit I
Tanks like an unholy beast and drops decent damage out to 45km, well, better damage than rails at least... "This is not the boot you're looking for." |

OMG!!! More damage than rails? This setup dishes out 256 dps with t1 multifrequency, 294 dps with faction multi. Man, what have you been drinking?

Well, it's a fitting that uses only T1 guns and T2 tank...
If you want to be a bit more creative or splurge on faction mods (IE: something comparable to what you had suggested), you can swap out for some mega pulse and heatsinks (Mega Pulse IIs and Scorch, anyone?) Bottom line: Rokh doesn't give damage bonuses, and PVE doesn't need ubersniping range, so as long as you have the cap, lasers == more damage.
Sure, you'd be using "the wrong guns for the ship," and yes, you'll have to work around not having Amarr standard laser cap bonuses, but sometimes it pays to be creative. "This is not the boot you're looking for." |

Valkyrie II x5 996 tank, 763 gank, if yo manage aggro you should ever have to warp out, and with good gun skills you out mission most ravens. 350's hit way better so you actually end up doing more damage on most missions with them(if not all) and i like haveing the omni tank, its more fun to stay and fight when a mach warps into your mission and goes red :P

Long ago, I replaced my raven with a rokh for missioning, it was a very good decision. I don't use rokhs anymore but the setup I used was something along the lines of the following:
8x350mm Compressed Coil railguns
1xXL shield booster 3x T1 damage specific hardeners (2 primary, 1 secondary) 1x Cap Recharger II 1x Webber
2x Damage mods 2x tracking enhancers 1x PDU II
This is just off the top of my head so it may have the wrong number of slots and might not actually work but it is similar to what I used for a month or two before switching over to a maelstrom. Works miracles in caldari space.

3x PDU II's 2x Mag Stabs II's
1x Caldari XL-Shield Booster 1x Caldari Shield Boost Amp 1x Invun II 2x Rat Specific Hardeners T2 1x Heavy Cap Injector II 800's
6x 425 Caldari Rails Antimatter 2X 425 Proto Types Antimatter
3x CCC Rigs
5x T2 Med Drones
This setup will run all 8 rails and the 3 hardeners cap stable, the Injector is for if I have to do alot of boosting, but it rarely gets used, more of a just in case type thing.
I have never had to warp out of any Lvl 4, May not be the fastest mission runner, but it gets the job done.
