As many are currently unaware, Large Ship Assembly Arrays cannot be anchored in high security space. The reason: They have assembly lines capable of manufacturing non-super capital ships (Dread, Carrier, Freighter, and the Rorqual; the last of which is the reason they have been forcably unanchored from high-sec POSes several months ago). Agreeable a good idea, who wants to fight a fleet of capships in highsec. Unfortunately, the Large Ship Assembly Array is the only POS-Deployable stucture capable of manufacturing tech I battleships, and therein lies a problem for high-sec POS owners: They cannot manufacture battleships with the same time efficiency granted by Small and Medium ship AAs.
My solution: The Limited Large Ship Assembly Array; Same time and wastage modifiers as other Ship AAs, but without the ability to manufacture combat capital ships or Rorquals. The ability to manufacture freighters should be maintained, as they are capable of entering high-security space anyway. Cost should be the same as other ship assembly arrays (90,000,000.00 ISK).

Sure why not.
Though instead of having a seperate array use the same thing but have empire sanctions that prevent the instalation of cap ships

Now if we could only get a Limited Moon Mining Array that would only yield half the yield (the other half 'goes' to the faction you mine it in and the moons don't contain Dys. or T.)
