I see a number of people, typically with a low sec rating, that will jump in and out of an NPC corp in a matter of minutes.
Employement history something like this:
NPC Corp A: Initial Corp PC Corp B: 1 week - 4 months NPC Corp C: 5 minutes PC Corp B: 1 week - 2 months NPC Corp C: 3 minutes PC Corp B: 6 weeks
Pattern continues....
What are they doing, and why?

Looking for the right corp for them... If you don't like the guys your flying with this game would suck!

They prefer to quit current corp first, only afterwards apply to a new player corp (and get accepted almost instantly)... instead of jumping directly from player corp to player corp. Doesn't really mean much.

but the op uses player corp b only in the example. did he mean they were switching corps, or leaving and rejoining all the time

Always alternating between the same NPC and PC corp. They are in the NPC corp for a matter of minutes each time.

They could be dodging war declarations. e.g. They want to move something expensive, so they drop corp, move their expensive gear and rejoin corp. It's not technically an exploit, but it is dodgy (IMO).

I can't see it. Sometimes I see people have been in an NPC corp and out in 3 minutes. Not enough time to move anything far.
I will try to find an live example of a employment history and post.

One possiblity is jump clone creation corps.
Although there are other likely reasons as well.

They are moving their characters from one account to another account. You cannot transfer character if it is in a corporation, so you have to quit, transfer, then rejoin. Either the original owner decided to transfer char to one of his own accounts or the char has been sold on character bazaar in which case it was transfered to somebody else's account as soon as a deal is made.

Maybe the PC corp is really a faction militia. People leave those on occasion to be able to enter a system belonging to an opposing faction unopposed.
Of course this messes up their corp history, still some people must prefer it over using a hauler alt.

My employment tab reflects something like this. In my case, I'm leaving my corp to join a clone jumping service corp.
In order to create a jump clone, you or your corporation must have a high standing with the station that has the clone service. Some corporations maintain just such a high standing, and allow people to join briefly for purposes of creating a clone, for a fee. Rather than make all their clones while in the corp, some people make one or two and then go back to their regular corp, only to come back later for more.
