For a new player it's a bit expensive (900k if i recall correctly) but you can get a free copy by doing the 10-part tutorial mission series for Business careers. No matter what career you started with, you can do the other tutorial series if you want. You just have to figure out what system the Business careers started in, and talk to the agent there. Doing all three tutorial mission series for your race (Business, Industry, and Military) may be useful to you in terms of the ships, skillbooks, and training you get.

TDog - If you haven't downloaded a program called Evemon yet, I highly recommend it. It is very useful for finding items, skills, and lets you setup training plans.
Salvage requires: Electronics Rank 1 Survey to Rank3 Mechanic to Rank3
Survey affects the time that it takes a salvager to do its thing so getting it to 4 will help cut down on the time. The other piece of equipment that will help in the long run is a rigging called "Salvage Tackle" Its somewhat expensive and not required to start out with, but if you plan to make salvage the norm, then it helps. To get this you will need:
Mechanic to Rank3 Jury Rigging to Rank3 Armor Rigging to Rank1
Also note that Salvage is not the "holy grail" that people make it out to be. L1 and L2 missions are not all that great for a return on salvage. Many argue that you are better off just blasting through them to get the best ISK/time ratio. I personally feel that missions from high L2 agents are worth the effort, but don't expect to be handed millions right off the bat.

The skill is called "Salvaging". Just search for "Salva" in the market window :)

Are you sure Survey affects salvaging times?

I would recommend blitzing level 1, 2 and 3 missions to maximise your faction standing gains per hour. Don't worry about income until you're running level 4s, then go mad finding new and creative ways to maximise your ISK/hr while rolling in the LPs.
There are also those who suggest that in order to maximise ISK/hr, you get someone else to blow up the NPCs for you, and just do the salvaging part after finding where they've left the wrecks conveniently lying around.

Whilst the second part of what you said was correct, it applies to looting, NOT salvaging. If a salvager turns up and just salvages, good for him. If he loots as well he gets aggro, and is either being stupid or deliberately provoking; as you say, like can-flipping. It is up to the mission-runner to decide which and take the appropriate action.

Are you sure Survey affects salvaging times?
I may be totally wrong, but everything I have read indicated that survey does nothing in regards to salvaging.
