Ok, I know salvaging wrecks doesn't flag you as a criminal. But what happens when that feature is exploited? Like, let's say... when you combine it with scanning out a level 4 mission in high sec space. It's really, really bad when some new character spends a few days on scanning and salvaging skills, goes into a system where lots of level 4 missions are run, scans them out, jumps in and then takes almost everything. I mean, as long as you don't actually take the less expensive and more space consuming loot from the wrecks you aren't doing anything illegal right? Who cares if you get a few ten mil or so in salvage which was what the players running the mission where running the mission for. Do something about this more then obvious exploit.

have had this happen tome. But they probe the mission area out. which is what the skills do so thats working fine.
They warp in and salvage. Seems tobe what the skill is for. not being flagged is not a issue. its salvage. open to anyone who can target and salvage it.
So its not a exploit. its a game mechanic you dont like.
And frankly I dont find it tobe in my top 50 issues of the game.

Kinda like if you play any single player game, fight a boss and find that if you stand in this specific spot he can't hit you for what ever reason but you can hit him. It's in the game mechanics, but the developers didn't intend for that to happen and thusly is exploiting. I don't think the developers of this fine game where all sitting around and said to each other, "You know what would be great and make a lot of people mad? Have some new character using 2 skills and cheap modules make millions off of the work of somebody else! Yeah that's a great idea!"

From the FAQ.
Please note that anyone can salvage usable materials from wrecks, regardless of who destroyed the ship which caused the wreck to be created. Concord does not regard it as a criminal offense for anyone with the expertise required to extract usable materials from space debris to put their skills to use. However, the standard criminal flagging rules apply to items within the wreck. Should you have destroyed a pirate and should someone other than you salvage the wreck, the items within the wreck will be placed into a container belonging to you located next to where the wreck previously resided.
Also the devs have stated that its working as intended of the no flag on ninja salvagers. AGAIN not a Exploit. its a game mechanic you dont like.
And a single player game and a mmo are two totally diferent animals.

It's only a "game mechanic" because CCP doesn't have a fix at this time. If it was truely intended to be this way, then screw it, make all loot fair game.
