I am +5 and I do not endorse this products.
Pirates are a part of EVE as much as everyone else. There's even pirate factions. Concord isn't paying your insurance.. and if they were, I'm sure there's some pirate faction that'd be happy to insure pirates.
Even good guys want them pirates there for some thrill and ze hunt. EVE is not a safe environment, risks has to be taken.

I do not like that either, I think it would drive pirates out of the game, and I imagine that a decent proportion of the game is made up out of pirates.

Well the current system is
T1 / 100% T2 / 2%
So you're not far from your ideal system already. Can't you be happy for what you have?

Incorrect. The insurance is based on mineral requirements. T2 ships have more than just base mineral requirements, that aren't taken into consideration when calculating the mineral value of the ship.
It's not just based on hard percentages.

I don't want pirates to be nerfed. I love my local pirates, they are fun to play with (against, just a point of view, it's a game)...
So, it's not pirates that need nerfing, tell us about your real issue and maybe we'll tell you what you really wish to nerf!
Maybe the only issue is the low cost of ships (compared to the insurance system payouts) because of the not very high cost of minerals (compared to the baseprices CCP thought about) and the too many miners (macros being the issue is another subject, there are other posts for this)?
PS : my local pirates have insurance from the serpentis corporation, they should get 200% when they have -10 ! -- Pocket drone carriers (tm) enthousiast !

they should make it so that if u loose ur ship because comitting a crime in high sec you get nada on the insurence money... this would make suicide ganking abit harder to profit from.

Why should pirates get the shaft? The bears already make way more isk in hisec risk free.

you know a lot of "anti pirates" are actually -5 due to how the game works?
Also, most suicide kills are done by characters who have +5 preferably as to still be able to visit jita and come back for a seccond Hulk kill.
The no insurance if Concord is on the killmail was a better one in my opinion.

This is a bad idea. Personally I have a better one. No I'm not trolling I'm being serious.
If said person has a - sec status then when killing someone with a + sec status they get a bounty from a pirate faction. Mostlikely this person with a hi sec status has low pirate faction status due to killing pirate factions. So as such just like concord puts bounties on pirate factions it should be vise versa with said pirate faction to have a bounty on a + sec standing pilot.
First I'll start off by saying Hi sec gives no bounties for pirates killing in hi sec (save for the loot if they succeed)
-How this would work.
First the calc of standing vs. standing:
Lower the sec standing for said pirate = more payout. Higher sec standing of said person being attacked by pirate = more payout. If both players are - sec standing then nothing is rewarded.(save for loot) If both players are + sec standing then nothing is rewarded. (save for loot)
Ship kill payout:
A pirate who successfully kills should be rewarded for such deeds for ship killed.
This one is harder to judge, possibly could be done off faction ship bounties. like bs kill giving 500k isk. t2 cruisers giving 300k isk, command- 500k isk. These are just figures that could easily be changed.
Sec system payout:
.4 and lower give out payouts, the higher the sec status the better.
For example killing someone in .4 gives highest payout then .3 and so on leaving 0.0 kill with the lowest payout in this category.
Keep in mind that killing in .5 or higher leads to all being null and voided (save for loot drops)
Skills:
What what what?!?!? simple, crim connections could possible increase the total amount of said payout by a % based on lvl of skill.
-What gain would this serve to better eve on a whole.
Simply put it gives pirates a better reason to be pirates. Currently being a pirate is mainly for the fun of killing, the reward for doing so is small (save for the possibility of getting a faction drop off said target).
There are huge negatives to being a pirate as most pirates know, there should be some benefits (besides killing people for the fun).
As to your post that nice guys finish first. Maybe in hi sec, but in lower it should be the opposite.

Of all the changes proposed for insurance, the only one I wouldn't have issue with is no payout on ship destruction due to CONCORD. ---- Train more. Whine less.

Insurance is a way to control the death penalty on the game. Take away insurance, and you incerase the death penalty.
Now I have played since the game came out so I know how to make up the extra ISK I would loose, but the rest of you are screwed.
Sure, go ahead, remove insurance and we can see how long the thread about that will get.
Seriously stop trying to change the game and play it FFS
