Fear not, gentle jewoons. There is a solution. As you know, Delve is a particularly amusing region because every system has a -1.0 bonus to ratting. This means that you can go anywhere you want and get officer and faction spawns with all the battleships you can handle. The upshot is that it is completely impractical in every way for BoB to actually camp all of your potential ratting spots.
It is advisable to have a dedicated ratting alt, so you can just log it on whenever you want to rat rather than having to get back to a station to go on a pvp op. You can rat with very little training time in Delve, so this will only take a little investment.
If you pay attention, you will never lose a ship while ratting. Ever.
Preparing to rat 1. Either rat from a POS or fit a cloak. Preferably both. 2. Make several safespots in your chosen system. 3. Look for mostly empty, out of the way (not on a pipe) systems to rat out of. Once you have chosen one, either scout yourself or get someone to scout for you. If you absolutely can not get a scout, at least wait until deep US or Russian primetime. Getting your ship to your ratting system is the most dangerous part. 4. Anchor some GSCs to store your loot.
Ratting 1. Keep local open at all times. You don't need the whole thing, just the list of people in system. 2. Keep an intel channel open, such as delvegoons. 3. Try and stay aligned for a safespot. In reality, you can almost always warp out and make it somewhere before you can be scanned out and tackled. But better safe than sorry. 4. If someone with a little red tag enters local - safespot and then cloak! Or warp to a POS.
Never warp to a station. BoB likes to put a dictor in local, bubble the station, then jump the entire gang afterwards so that everyone fleeing to the station gets caught in the bubble and dies. Also, don't use the same safespot that has your GSCs because there is a trick that will land them on that grid. (Although it requires a little luck)
In conclusion, As long as you pay attention, you will never die. It really isn't hard to keep one eye on local and another on your overview. Chinese isk farmers can do it, and so can you!

Also, it's worth noting that you actually see people in local before they really enter the system, either they're still getting the jump animation/system load or they're at the "Entering space" screen, so as long as you GTFO as soon as you see their name, you should be fine.

Goons know there are a lot easier places to rat without having to resort to ctrl-q and cloaking.
Why bother with Delve, sure you might not lose a ship, but you will spend hours doing nothing trying to avoid losing that ship.

I wonder if one has ratting alt why drag it into warzone? Or I'm to naive to expect logic even from Goon ratting instructions. I'm sure there are enough -1.0 places in Goon home systems.

NPC Delve is Pirate Sov and thus all systems are -1.0. There are very few -1.0 systems in Angel space. Omist is the best region for Angels I believe and UNL has that 60 second rule. Blood Raiders on the other hand are easy to kill for newbies which can be done in assault frigates if you care to rat as such. The entire move is to assist newbies since we sold 7-K off and our easy rat source is gone. Not to mention Goonswarm has always been much stronger when we're at critcal mass. We have an empire spanning over 100 jumps normally. People are spread out very far from both each other and the front lines so this is us reshuffling everyone to the frontlines where both the easiest rats in the game are and excellent trusec exists, alongside our enemy which we're insistent on trying to end the affair with. The dame just doesn't want to end the relationship though.
