If I train to use a tech 2 covert ops frigate with a tech 2 covert ops cloaking device, how cloaked will I be? Can my cargo be scanned. Can I be located via probes? What can decloak me? I am sorry for my ignorance on the subject. If there is any information, links, etc. I would appreciate it. Thanks |

You cannot be targeted thus you cannot be cargo scanned.
You cannot be scanned by probes.
You can be decloaked by any object or ship that comes within 2000m of you.
You cannot cloak or recloak if something is targetting you or if there is something within 2500m of you.
You can take aoe damage if you are using a cloaking device (although it will not decloak you unless it kills you) but you are immune to aoe damage if gate cloaked (after jumping through). |

As Magnus Orin said, you are pretty safe while cloaked.
On the other hand, you are vulnerable when docking/undocking (due to a station being within 2000m of your craft), jumping through a gate (due to being within 2000m of a stargaze), or warping away from a gate. In this latter case you will enter space 15km from the star gate, cloaked by "gate cloak". Once you start to warp anywhere you will be briefly visible until you activate your cloaking device. In most cases you will be safe, but it only takes a moment of lag, poor reactions or just plain bad luck and you will get targeted, scrammed and blown up.
When it comes to being noticed or detected there is the Local channel, which you will appear is as normal regardless of cloaked status. In wormholes you'll have the same benefit of not appearing in Local until you speak. So in known space you have the benefit of not being findable but you are very definitely noticable.
Customs officers will scan your cargo if they are near your ship when you begin to warp away from the gate. Their scanners are instantaneous and operate simultaneously on all ships within their detection range. I don't know what the range is, but it is relatively limited (e.g.: it might be about 10km, it certainly isn't 100km).
Capsuleers will need to target your ship and then activate a scanner to inspect your cargo. The activation of the cargo scanner takes a few seconds, so as long as you can enter warp inside a few seconds you'll be safe from players scanning your cargo. It is safest to assume that everyone at a gate is capable of instantly locking your ship. |

If I remember correctly you can not cloak from the EVE police force CONCORD with a security standing lower than -2.5. I seem to remember my alt trying to get through high sec by flying a covops frig and when trying to cloak she got some message to the effect that "atmospheric effects" prevented this. |

Just to further clarify a point made above, if you are hit with an area-of-effect weapon while cloaked, the attacker will not receive a damage notification, so they won't know you're there unless you stray within the 2km decloak range or are destroyed. ISD IonCharge Lt. Commander ISD STAR |

The gate cloak makes you invulnerable. It is possible to lag so badly you load grid 60seconds after jumping, however... which is where you hear this being true.
Same is true of wormholes. |

The same also applies to undocking from a station, until you manually change speed or direction or otherwise interact with the world (activating modules, targeting someone, etc) you are also rendered invulnerable and unbumpable.
Gatecloak / undock protection (basically 'spawn protection') lasts for 30 seconds except in the case of jumping through Unstable wormholes, in which case you are granted 60 seconds instead. Session change timers are always 30 seconds.

We have enough BS information on the forums, without people with badges next to their name adding to it. Sorry to be blunt; can you not just look this up in the Wiki and post a link if you're not certain?
Both "gate cloaks" - wormhole and stargate - give you a 60second cloak. The session change, however, is 30 seconds - meaning you cannot change session within the first 30 seconds (jump back, typically). This is where the confusion seems to come from.
The 'special case' is undocking, where you are given no cloak but remain invulnerable for the duration of the session change, making this the exception to the 60seconds rule. |
