what would be the preferred setup? 5 lights or 2 mediums and a light?
As I see it, 2 Hornets cause almost double the damage of 1 Hammer, but their radar strength is almost half.

I'd go with five lights, especially in L1-L2s. In L3s, then I'd compare the total dps of 2 meds + 1 light vs 1 light and pick the higher total.
If you have guns that can't track frig rats, then I'd always go with five lights. ----------- MOP recruiting Industrialists/miners/traders/missioners/etc |

5 Lights will do more damage than any lesser number of larger drones. (Fighters might be the exception, but let's see you haul one of those) If you can run T2 lights, so much the better.
Also, with the Hornets/Hammerhead example, you're mixing races there. Hobs/Hammers/Ogre are Gallente Thermal-damage. Hornets are Caldari Kinetic-damage, IIRC. Each race uses a different sensor type. Gallente will have a strong Magnetometric sensor, while the Caldari prefer Gravimetric sensors.
Normally, I run with Hobs/Hammers as general-purpose damage dealers. If I know the rats I'm going to play with are weak against something else like EM, I'll swap out for those. _______________________________

Thermal is a good all-round/all-purpose damage type to use, but some of the Amarr-type rats don't always respond well to thermal damage. With those, EM 'em to death. Same with some of the tougher Angel/Minmatar-type rats. Explode 'em. Calradi - Kinetic. (Beat them? Batter them?)
Either way, Thermal is a good for just about everything unless you know for sure that it's got a good weakness to exploit. (or don't know what all you'll be going up against) _______________________________

I like to use explosive drones in my Amarr ships because my lasers are terrible on armor.
