I have never encountered a "Dread" Guristas or a "True" Sansha
I always rat out in 0.0-0.4 so what am I doing wrong?

Just ratting in the wrong systems. The lower the true sec rating is (not to be confused with sec rating) the higher chance you have of getting a faction spawn. Also heard, but can't confirm, that chaining a spawn will eventually spawn a faction ships. I have once gotten a True Sansha from an exploration site, so you can try that to.

Actually , by chaining a spawn will NEVER get u a faction spawn...simply because the same rats that u killed will respawn.
The best way to find faction rats is to go in a sistem(the lower the true sec - the better) - and than start killing all spawns in all the belts.. keep doing this over and over again and you will get a faction ship eventually.

This is also not confirmed as i have chained a system and had 4 Dominations but then tried to kill everything and recieved absolutely nothing...
So its a catch 22 and if CCP hates you then ur borked :)
Send Oneiromancer iskies and she will spawn them for you...

They spawned in the belts u were chaining ?? or in the other belts that didnt had your chains in ??
Cuz if u chain a triple Seraphim it will spawn back only triple Seraphims...not a domination. In your case it is possible that the domination spawned in the belts that didnt have your chains...
And ofc...it is random where the faction spawns...but it will never come in a belt that u are chaining...and if u chain all the belts...its impossible...but than again...i didnt chain that much...

chaining = leaving in a belt a cruiser or a frig..so that the bs's that u killd in that belt will respawn.

Chained system but with 22 belts and not every belt holding a BS spawn thus chance was that they spawned in a empty belt....
If you dont return to the chain within say 30 mins chance is they have de spawned and new spawn comes in thus leading to doms or new spawn,
TBH id say the whole process is random and thats with years of chaining noticing no more sucess rate with chaining and with killing everything.
Suggests :-> Chaining as more steady income rather than hoping for Doms Trues Dreads etc

In my experience, truesec affecting frequency of faction spawns is just another eve myth. What it does affect is the quality of the faction spawns you get, but while my sample size is small, I have not noticed any increase in faction spawn frequency in better truesec systems at all.
