So I am new to the game and downloaded the Ombeve Maps
To get a feel for 0.0 I went to Khanid and entered through Kaira into Querious and managed to get a few jumps in before I almost lost my Rifter to a Crow and a Malediction (If I remember correctly) with about 15% structure left. I need to repair but can't dock at the stations (Not sure why) I had to find a station or my next encounter I will surely die.Up into Delve I go only to be met 1 jump out from 319-3d by I believe it was 80 in local guarding the gate in (WTF is that about I mean come on guys I have read about blobbing but jeez) back into Querious I go and all the way to Catch becasue my map says that the station in 5-n2ey is an NPC station well its not and I couldn't dock I ended up having to go all the way into Curse to find an NPC station to repair.
What I don't understand is 1 - Why have a game where unless you know the right people you are basically screwed against any PvP as you can't dock to repair afterwards and also why oh why do so many people find it interesting to sit on a system entry point for hrs on end. 2 - Why is the current Ombeve map so rubbish that it shows systems as NPC stations when they aren't 3 - How can I get docking rights to stations when all I want to do is solo a few players in my Rifter.

The map shows all stations, that includes player owned stations. Those player owned stations have docking rights set by the players who own them.
Before you can dock there, and use the facilities, you will need to get standings from that alliance / corporation. If you want to do so, you will need to speak to a spokesperson from said allaince.
Most people will not allow neutral players to dock in their stations though, so that might get a little rough for ya.

I won't hide behind the disclaimer on page 2 of my map PDF, but I am always correcting errors when people report them. I assume you have EveMailed me to tell me which station was incorrectly labelled?
If in doubt, the F10 map lets you know which stations are NPC or not, you need to look at 'orbiting bodies' tab in system info.

In science and physics to be more precise, this phenomenon is called buoyancy. Buoyancy is the upwards force of any liquid or gas, on the object immersed.
If the weight of an object, in this case the dice, is less than the weight of the fluid the object would displace if it were fully submerged thus raise to the surface, then the object has an average density less than the liquid and has a buoyancy greater than its weight.
If the fluid has a surface, such as for example scotch in a glass, the object will float at a level where it displaces the same weight of fluid as the weight of the object.
And that would be why the dice floats really.
