Edited by: Typhado3 on 07/01/2008 04:56:09 The idea is to make a module similar to the webber called a breaker that effects an opponents current speed rather than affecting their max speed. Once activated the targets speed immediately drops by the % of your breaker but he is then able to build speed back up immediately.
For example: A inty is going 10km/s and itĘs max speed is 12km/s If you hit it with a 90% webber itĘs max speed would drop to 1.2km/s and itĘs current speed would slow down to 1.2km/s over time. If you hit it with a 60% breaker itĘs max speed would stay at 12km/s and itĘs current speed would drop to 6km/s and would slowly build back up to 12km/s.
It would have similar attributes to a webber except be less effective (t1=50%, t2=60%) and have a much longer rof (30sec). The longer rof is to stop it being used as a warp scrambler, since a ship needs to build up to ~80% speed before it can warp. If it could fire too often then a ship may never be able to build up enough speed to warp.

Especailly if it has some good range on it vs. a Webber and a long cool down peroid between shots as you suggest (possibly even ammo charges of some sort?) then it sounds good to me. A one shot "BAM!" to stop them in their place a bit and give you a few seconds to try to catch up. Seems perfectly fair, if they are so much faster than you they should still be able to slip away and if it comes to it they can always hit you with ECM's if they need a counter. +++++++++++++++ I saw the Sign...!

Yes a highrange speed breaker would be nice. T1 20km 40% speed loss T2 24km 50% speed loss maybe.

Make it like a web too.
So it reduces the current speed AND the max speed. Current speed is reduced on every cycle start. Max speed is reduced while it is active on the target ship.
This way, it doesn't avoid people warping away, it just breaks the high speed setups.
The speed reduction has to be limited, 45% should be for T2 at most and maybe down to 30% on T1, it is already enough for another gangmate to put a web at the same time on the guy. -- Pocket drone carriers (tm) enthousiast !

The warp jamming trick would have to be pre-empted, yes. How about if it sets the max speed to the reduced speed, increases agility a la heavy interdictor, and has a one-second cycle time with a 19-second cooldown?

ok about the stopping warp thing, most ships can align in 30 sec or a lot less so the first shot would screw them up but after that they would probably get away. As for multiple breakers stopping someone from ever getting to warp, warp scramblers and bubbles already do that.
This would however prove a problem to a couple of ships: freighters are soo slow to align, one of these could probably stop them from warping. blockade runners and other heavy WCS fitting ships could now be neutralised by a few breakers. I'm not sure what to do about this, one of my imediate thoughts is to give WCS/blockade runners a resistance to breakers.
Also giving the breaker a long range could be interesting though it would have to be balanced to not make it too powerful. This would increase it's use for turret users though; firing a breaker right before sending a volley would really help with fast moving ships you have trouble tracking, and you wouldn't have to wait for them to slow down (though you would have to wait for your breaker to recharge before doing it again).

Or a minmatar webber:
the grabble with a cable, just like a whale hunter. This gun fire a hook/cable that allow you to pull your target back to your ship.
