go into the marlet and check out rigs.
these go into your upgrade points.
however they can't be removed.
they are built with salvage which you get by using a salvager on a ship wreck.
they are quite a bit expensive.
they takes skills to use as well.

Before using them, plan what your ship will be or will be doing otherwise you will waste your money.
e.g a shield tanked Drake generally uses 3 core defense purger rig I or II's. A Raven often uses Capacitor Control Circuit rigs as shield tanking same way as Drake don't really work well so a Raven has to shield boost.
Have a look at the ship setup index and see what people use.
Just plan your ship out :)

A lot of the mission/PvE setups in the ship setup threads for the Domi recommended at least ONE Capacitor Control Circuit (CCC) to assist in maintaining the armor tank.
I just recently acquired enough materials to build my own CCC rig and install it on my Domi. It will help me maintain capacitor levels for two (2) large armor repairers. I paid $9M in parts to finish building my one (1) CCC. If I'd paid for a retail CCC rig, the price would've been a minimum $22M -- about 50% of what I paid for my Domi battlecruiser.
As others have said, it is almost never recommended that you put rigs on low-end ships. Do a search, for example, on "Ishkur rigs", and you'll see 2-3 folks telling the original poster that you just don't fit rigs on frigates -- even $8M to $11M assault frigates. You basically triple or quadruple the cost of fitting / purchasing the ship, and if you get popped in said bling-mobile -- you can't really go whining about dying. You spent 3X - 4X on fitting a ship that you can't get back.
Finally, remember this -- you cannot re-use a rig -- it's a permanent addition to a ship. If you need to replace the rig, you're going to have to destroy the rig and lose your investment. I know that some folks sell "rigged" ships on contract (high-end ships pre-fitted with rigs), but I'm not sure if they re-package the ships or not before sale. Someone else can tell you if repackaging the ship destroys the installed rigs. My assumption is that you can't sell "rigged" ships on the open market (contracts only).
My 2 cents -- keep in mind I own/have installed ONE (1) CCC rig so far. It was [gulp] expensive.

Correct. Repackaging a ship with rigs will destroy the rigs. This is why you can only sell rigged ships through the contract system, unless you don't care about getting anything back for the isk you put into said rigs.
I usually shop around for a pre-rigged ship before putting rigs on myself. It is usually cheaper than buying a new ship and putting "fresh" rigs in.
And yes, I agree that rigging anything less than a battlecruiser is a risky investment. But it all depends on your isk income/savings, and whether or not it's worth it for that particular situation.
For instance, I rigged out a Ishkur with 2 explosive resists since I had a pretty gaping hole to explosive on my armor, though my other resists were decent. Those rigs go for about 15mil each usually, so that bumped my total cost for that ship to about 60mil including fittings. Now this is an assault frig, but in the end, it's still a frig.
I undocked in my shiny new Ishkur for the first time, feeling pretty good about it's abilities and eager to test out what it could do with a friendly duel with a local pilot. 5 minutes later I was sitting back in the station in my pod as a wartarget's Vaga rummaged around in what was left of the wreckage.
My own fault for being careless, and I believe the Vaga was hitting me with primarily EM damage anyways. So that 30mil I spent in rigs a few minutes prior were essentially "wasted".
So what's a disgruntled pirate to do? Fit another Ishkur, complete with rigs of course.
