Financing Option Example
Let's say your final winning bid is 20Bn ISK.
*Within 48 hours of winning the auction you need to deposit at least 4Bn ISK (20%).
*Then, within a time-frame of 30 days after winning the auction, you need to complete payment of the outstanding 16Bn ISK. In the meantime I will continue to train the character as per your preference (within reason).
*Once full payment has been received, which can be earlier then the max period of 30 days after winning the auction, the character will be transfered (at my cost).
*In case of failure of payment within the time frame, the deposit (20% of winning bid) will be lost, and the character will be re-auctioned.
*This method will secure that you will ulitimately get this character even if you can not raise the full amount of ISK by end of the auction (but within 30 days thereafter).
Given the rarity of such a character I think it is reasonable that cash-stripped people would choose such option as even in one months time (when they might have the money) such a character might no longer be available.

If you can't come up with the rest of the money you have choosen to bid within 30 days you won't get your deposit back - this is correct. On the other hand, returning deposits would just encourage defaults leading to endless reauctions for an indefinite period of time. This is not a scam, it is common business practice.
However, if you CAN pay all at once that is indeed the better and prefered option for me, since financing is provided free of any interest charge, and for you as you'll gain immediate access to the character.
Thus, before accusing someone of scamming, you should think of how this is actually a very viable option for someone who can not raise sufficient cash promptly, and that I'm actually helping these in order that the character goes to a person that is really keen rather than someone who just happens to have the most cash in their wallet here and now.
