Well, as you know, CCP once said that Concord isn't able to span all that vast space out there and run after everyone that's shooting at an other pilot. However, Concord SHOULD notice if a clone gets activated, since there are pretty strong transmitters in place transfering the memory from one's body to a clone. Yes, of cause - that will result in a pretty interesting red blinking parade in 0.0 - if you don't change "If not blue, shoot it!" to "Neither blue nor a pod, shoot it".
Why is a podkill a plus in the killboards anyway? Let that poor bastard get away in his pod - he'll most probably be ****ed about loosing a ship and will most probably get something else for you to pop. If he's podkilled, he'll most probably not show up again, at least not very soon..

0.0 != empire. In 0.0 you have a whole other game. You have friends, and you have foes. The foes will do anything to make your life misserable and everything to help themselves. To effectivly remove a foe from the gamingfield you podkill him. If he has implants, well he just lost an extra 40+ million ISK. Oh wait, was his pod not up to date? The "poor" sucker just lost a few days worth of training, maybe he lost that vital skillpoints that made him able to fly ship X or use mod Y, fine, this effectivly puts that very pilot out of combat.
In many ways a podkill is worth more then a shipkill due to insurance payouts etc.

But why is everyone called a foe out there? I tried to reach ORE space - just for reaching it (and for looking at some prices) - I was shot down on all three tries not even half way before I even got close...
Can't you 0.0 people set your enemies to red as we do in empire? There's just 9000 of you, so this can't be too hard.
Well, there would be a benefit for you from this one: If someone new shows up in your system and you don't know if he's neutral or foe you can see the sec status for help...
Okay, having a perfect score of -10 (Did I read correctly - under 100 -10's out there?) effectively forbids going back to empire very soon...

From an RP standpoint, there is no reason for this. 0.0 is lawless space, i.e. CONCORD doesn't give two hoots what happens out there.
From a game balance standpoint there is also no reason for this. What exactly do you think this would improve?

In 0.0 you don't kill a pod for K/D ratio, you do it to remove an enemy from the feild, hopefully to a clone far far way.

Pod Kills while worthless for killboard stats, are good for the reasons people already stated. When I really look for the pod kill is after a vagabond/cs kill. Pirate implants/mindlinks are expensive and if your hostile comes back not moving as fast or not giving the same bonuses all the better.
That and growing up in lowsec pod kills were glorious cause they are so hard to get there.

Your best bet would be to try it in a covert ops w/ a Recon cloak, however this is still not garenteed.
The way your probably taking is the direct autopilot route. Think like the enemy, if you were going to camp somewhere, where would you camp? (The direct autopilot route...) If you really want to make it.. try going through neighbouring regions and using your map to see how many pod kills have happened in the past half hour...

It's aggravating enough getting standings hits with NPC corps for blowing up scout alts in 0.0. One of those NPC corps is also an R&D corp that I'll never be able to use because some tard thought that was a good idea.

The question you should be asking is "How do I travel through 0.0 space?". Once you understand this, prepare for losses and accept the risks you can pretty much go anywhere.

The ones you need to ask for passage are either the ones who live in 4cb-7x and the systems leading to 4cb-7x or no one but yourself.
as i said before, 0.0 is a whole other game then empiredwelling. You make your own rules out here. Standings in empire means jack ****, because you still have concord at your side.

Are you carebears not happy enough with all of empire to raom around in that you want 0.0 as well?
Eve is what it is because of it's variability, theres a place and a career for everyone. 0.0 is for those who like it hard core. If you don't like it, dont go there. There's plenty of other systems and other content to keep you busy! You can't get podded in a newb corp in empire space, I suggest staying there.
There could be a few more hisec routes going deeper into 0.0, from which trade etc can flow etc, would make prime pirate territory though.
As a PvP skirmisher myself I can atest to how significant a pod kill can be when in battle, as said, often more telling than a ship kill and even more so out in 0.0!!

Those who actively live in 0.0, both Industrialist and (Yarr!) otherwise, usually have some rather substantial assets out there that they'd much rather keep intact. Anyone who is not confirmed friendly is usually instantly and completely destroyed just for being there in order to make sure he's no threat at all. This is painful for the passing traveller, but is necessary to protect those investments. When you're dealing with those who hold soverignty, diplomacy will be in order. If it's pirates....try not to get caught, or take your chances with the ransom. (Most pirates will honor the ransom, just don't stick around afterwards)
For a 1 time trip through 0.0, be very quick and quiet. Cloak and WCS are your best friends, along with anything else that'll get you into warp fast. Be polite, be friendly if challenged, but most of all, be moving at all times. _______________________________

I wouldn't bother, especially not somewhere like Outer Ring. Even if you contact the right group, and even if they grant you permission, and even if they all remember to set you blue, it's not going to guarantee your safety from anybody else in the area.
Your best option is to "guarantee" your own safety. Easiest way solo is to spend some time with the map looking for quieter back ways, and then use a small, fast, MWD ship so that you can either power out of bubbles and warp, or run back to the gate. A good T1 frigate will be good enough most of the time, though an Inty or CovOps is several orders of magnitude better.

A covop or recon with a mwd is as close as it gets to being invulnerable in 0.0.
Jump into a 50 man bubble camp? Find an empty spot, double click, mwd, cloak.

When I'm not killing poeple in low sec, I live in Outer Ring as a ratter. Currently no one owns that space so dont bother asking anyone for safe passage. They'll probably take your money but it'll do you no good . There's a back way in and out which avoids the most heavily camped systems. Go through Placid (Alsavoinen) -> Cloud Ring (5-MLDT) -> Outer Ring (4C-B7X). Its a long journey so make a brew before you set off and still keep your whits about you though, zero space is never safe.

This is really good advice, but it might vary depending on your time zone, and the natural ebb and flow of camping corps moving in and out. Oddly enough, I used to see more camps in f7c-ho and Cloud Ring than in pf-346 and Syndicate (on the other more common route) despite the latter having a lot more infamy.

err, no ... and in all honesty i think security status drop should be increased, and only apply to suicide gankers in high sec empire
concord doesn't spawn in low sec and frankly should not care, this change would also make pvp in low sec more abundant and reduce amounts of people whose pvp amounts to camping gates for haulers in jita
