To clarify this: I expect that you mean that a person can only be elected twice, but can run as many times as he/she needs to become elected those two times.
As a further suggestion, I would recommend that you clearly designate the difference between being elected to the CSM and being elected as an backup for the CSM.
If you are elected as a backup, it should not count against either of your two terms of office, even if you called into active duty. It is not fair to those backup CSM canidates to have their chance for a full term in office ruined because they are filling in for someone who bailed out 3/4's of the way through a term.
At the same time, we don't want people on the backup list being there perpetually because it has been rigged for someone to step down and let them in several elections in a row.
My recommendation is that you allow each person to fill two terms as a member of the CSM, and two terms as an backup member of the CSM.
Personally, I think that people should still be able to run for the backup positions even if they have completed their two terms in office, thus possibly filling 4 terms in office, if they make the top of the alternative list and someone in the top 9 steps down. This would give CSM members in their second term a reason to listen to voters because they could still run in the next election. Otherwise, if you are in your second term, you might as well do whatever you please, because it won't matter what people think of you.
If someone wins a position that they have already filled twice before, they are bumped down. If someone wins a seat on the CSM, and they have already served their twice, then they would be bumped down to the top (or perhaps bottom) of the backup list. If someone who has not served on the CSM twice, but has served on the backup CSM twice wins a spot on the backup CSM, they would not fill that position, instead everyone else would step up to fill the gap, with the 15th canidate taking the bottom of the backup CSM.
Ii could be possible to manipulate this to get more than two terms in office, it would be diffucult, and you would still be limited to four terms in office.
