Just some quick ideas / concepts..
Hold and burn mechanic , Able to cloak close to a ship then trap ( both ship and pod ) and Fire a new Laser unique to Cloak hunter ships that does Damage over time but continues.
Combat cloaking: firing a weapon removes cloak then automatically goes back into cloak
Special Emp missile can stun a target and dmage over time( can not reset stun timer until finished) damage over time continues.
Better agent locators , have agent locators as part of the Bounty Office as well.

It would be nice if bounty hunting were a real profession. With the prevalence of alts I really don't know how to circumvent the whole kill yourself with an alt and collect free money scheme to get around bounties atm. =\ |

Remove yourself from EVE would be a good step to get what you want.
The OP posted his ideas to be disscused and instead of contributing anything you just flamed him personally. Even a bad idea is better than having no idea at all.

Sounds like OP is trying to introduce rogues into EVE so he could go stunlock kill any ship ingame while being stealthed the whole time outside a kill.

hey. lets mix up ecm/web/scram and cloak in one module and also make it do damage over time and call it "stun"
better locator agaent? wtf did you ever use one? cause they work really really well.

Any Concept seems overpowered if you view it in that angle , and besides The Stunlock your fear is allready in the game scram and enegy drains which i might add pirates use allready ( Pilgrim ) and similar, the pirates know they have nothing to fear at the moment , trying to be the top predator makes sense, but even lions have a predator :-)
If i was bored and im typing ideas that would probably mean i think some things could be better :-) |

It is easy to fix, make it so that you can create a bounty but also select the persons who can collect the bounty.
So the mechanic would work something like this.
I put a bounty of 50000k Isk on person X
In the bounty board I select the bounty hunters that I think are willing and able to kill this person x.
Lets say I select bountyhunter A, C and D.
If one of these 3 bountyhunters kills person X they get the bounty.
No one els can collect the bounty.
Now the bountyhunter could still contact person X and set up a deal.
But hey its EVE and the bountyhunter could also scame person X if he want to. |

Well it wouldn't solve it but you could make it a contract like trade contracts that's either public or private. If private you can specifically hire BH's to do the job.
Sure you still run the risk of people alt killing themselves but at a greatly reduced rate. Also, don't make the bounty public for the love of god!

As silly as I think the ideas are, that's not any more helpful. There are plenty of things that could be improved in-game, or made less silly.
