I know we have already seen a surge once many people caught on how much LO is going to used after Jan 24th.
But I am wondering if there are still a lot of POS managers out there that are in for a rude shock Jan 24th. Am I wrong in assuming many many POS's don't run at 100% CPU and Grid now? |

In that case I would say that most High Sec POS's are running at high CPU levels as, purely anecdotal here, mobile labs are the primary use for a High Sec POS. I would speculate that it would be Heavy Water that will be the surprise in store for most High Sec POS owners. Rarely has any POS I ran in High Sec been close to 25% powergrid let alone 100%. (Except during times of war of course).
Again, my thoughts on this are based upon personal observations. I could, indeed, be talking out of my ass.

Or rather, what is going on that I missed that has concerns raised about CPU and grid ?

Today (old fuel) POS uses LO and HW depending on PG and CPU loads. Not using much of one or the other and you see it in your fuel bills.
Blocks have constant amount of LO/HW and it no longer matters at what PG/CPU load the tower operates. In fact the optimum is now to max out every tower because, hey, it doesn't cost anything extra so why not?

Notice that HW is already bouncing back down to much lower levels. There's still (as we said months ago) way too much HW being produced because hi-sec research towers were already maxed out on HW-usage. So fuel-blocks didn't change that calculus much. Lo-sec moon mining towers, OTOH, probably weren't CPU-max, but were probably running at about 2/3 of their CPU.
I expect HW to bounce back below 100 ISK/u soon, and probably settle in around 60 ISK/u give or take a bit. There's just too much excess floating around.

LOz is starting to taper off already. For hi-sec research towers, most probably only used 1/3 to 1/2 of their total PG, so now they're burning a lot more LOz then before. But if you look at the long-term history of LOz, 400+ ISK/u is not unknown territory.
So my guess is that we'll never see the south side of 300 ISK/u again, and probably 350 ISK/u as the base. I've been picking up LOz regularly via buy orders for between 350-400 ISK/u. |

Speaking purely theoretically here, a small surge is to be expected, however I doubt it will be as major as the last one. EVE players aren't stupid. They keep up to date with all intended patch updates. Maybe a 20% increase in price? |

Sure, maybe another little surge based on the classic last minute "oh crap, we need fuel" issues of those who fail to plan ahead... and maybe a little extra "spice" thrown in if the Unholy Hulkageddon puts a crimp on ice production. Sure, there are stockpiles... but stockpiles are frequently used to manipulate the market prices, rather than actually fuel POS... surprise, surprise.
