So I know its everyones right to scam and pitch their wares in local, but I dont think it follows the games rules that they should be allowed to do so with a bot, while afk. Anyone else caught with any kind of macro/automation that plays the game without them at the controls gets the ban hammer, so why not these people?
My solution isnt straight up bans without question but a series of escalating kicks/chat restrictions and then, possibly, a ban. Here is how it would go:
1) Player X notices someone writing in local that looks like a bot, be it the precise interval or the lack of a response, etc. They write a petition "so and so is using a chat bot to spam"
2) GM sends a request to the petitioned player that must be answered before the next reccurence or X number of reccurences of the spam being repeated.
3) IF the player doesnt respond, they are not at the computer, something is typing for them, they get disconnected. If not, then oh well so long as they are watching over it and wasting their own time spamming then it's fair game and it's not that big of a deal that something is hitting CTRL + V for them as long as they are actively monitoring it. It's no less interaction than say, mining highsec ores in a hulk would be, or afk mining in a hauler, so I cant say that isnt fair.
My idea for the GM-sent notification is something along the lines of the secure phrases that are used to register for forums and the like. Obscured words that can be deciphered by people but not by word recognition software. That or some kind of randomized "click here, here, here and here" thing. A Gm could simply convo them and ask a question. Something that isnt easy or is impossible to program these bots to answer. This notification should sit ontop of every window and flash, so people can't claim they didnt see it and went on posting oblivious to the warning. Some personal investigation from the GM would be required so that someone doesnt abuse this to send this big flashy message to someone who doesnt appear to the GM to be spamming simply to distract them in a fight or what not.
Now after one or two of these forced disconnects, if the same issue keeps arising, they get a suspension/ban of sorts OR a very long chat ban or permanent, public channel chat ban. The penalty just increases per offence as CCP see's fit.
My opinion is that they should do it by IP or credit card associated with the acct to prevent people dodging their punishment and give a much lower tolerance to trial accounts.
By all means hawk your wares/scams if you're putting in the effort, I just dont like to see so many people logging off their main to log on a scamming/spamming bot-alt in jita while they go afk and make it so that nothing can be read without blocking 50 some odd people first, who are using disallowed programs to do their bidding. Furthermore the people really putting in the effort are lost in the storm of spam.
Can't wait to read some of the hateful replies from the people who run these things and are, pretty much, going to be the only ones who oppose it.
